美国社区反恐的理论、经验及启示

独狼式恐怖袭击日益成为全球范围内普遍的、破坏力极强的恐怖袭击形式,但传统大规模的反恐战争应对独狼式恐怖袭击是无效的。美国采用社区反恐策略,利用专业反恐和群众路线相结合,刚好契合了新时期反恐的需要。在实施社区反恐策略时,要特别注意社区和警务的结合;建立社区居民和警察间信任关系;对社区居民进行反恐培训。美国社区反恐的理论和实践探索,为我国开展社区反恐提供了有益的经验。     

地铁反恐怖策略初探

地铁作为大城市的重要交通工具，一直是恐怖分子袭击的重要目标。地铁恐怖袭击突发性隐蔽性较强，事前防范的难度较大。一旦发生恐怖袭击，往往造成灾难性后果。爆炸、纵火、核生化恐怖袭击是地铁恐怖袭击的主要类型。我国应建立高效的应急指挥体系，制定科学的应急处置预案，建立多层次的应急处置队伍，建立反恐的技术保障，完善地铁应急结构的设计，加强安全检查，提高防范和应对恐怖袭击的能力。     

我国反恐数据库的体系构建与应用分析

反恐是目前世界上多个国家必须面对的问题,恐怖袭击发生后具有极大的杀伤性和破坏力,建立系统、全面的恐怖活动数据库和具备可视化、信息化、智能化的反恐地理信息系统意义重大。应当借鉴国外先进的反恐数据库建设经验,依据我国反恐情报研究和建设的实际情况构建反恐数据库体系。通过对恐怖活动信息的分析,结合地理信息系统实现反恐数据可视化、恐怖活动的实时监测与预防、恐怖袭击事件处置的可视化以及恐怖袭击灾后重建。     

日韩反恐情报工作比较研究及其启示

日本和韩国与我国同处东亚地区,来往密切。两国为了应对恐怖主义,打击恐怖袭击,开展了一系列反恐情报工作。对两国反恐情报工作进行比较研究,发现其优缺点,为我国反恐情报工作提供借鉴,具有一定的意义。通过分析比较日韩两国在反恐情报法律、反恐情报机构、反恐国际合作、反恐情报搜集分析等方面的优缺点,发现两国采用综合反恐立法模式,反恐情报机构有待完善,积极参与反恐国际合作,反恐情报搜集和分析有待发展。结合我国反恐情报工作现状,我国应进一步落实反恐情报法律、完善反恐情报机构、积极参与反恐情报合作、加强反恐情报搜集和分析,以便预防和打击恐怖主义。     

“反恐”背景下的中国警务模式新趋向

随着针对平民的恐怖袭击在我国不断猖獗,"反恐"已然成为了新时期公安工作的重要任务。然而,过去的传统警务工作模式已经无法应对复杂多变的反恐形势。因此,只有在分析我国传统警务模式与当前警务模式新要求的基础之上,结合美国反恐警务模式改革经验,才能提出我国未来的警务模式:即在结构上向多部门联合发展,在战略上向多警务模式融合发展,在机制上向全面信息共享发展,努力适应"反恐"任务的新需求。     

重要化工企业遭遇恐怖袭击的风险评价

对重要化工企业遭遇恐怖袭击的风险水平进行量化,对于防治恐怖袭击灾害和保障公共安全是十分必要的。从恐怖袭击事件的突发性和不确定性以及历史数据不完整的实际情况出发,用恐怖袭击风险来描述事件的发生具有可行性。首先,从恐怖分子和反恐机关两个角度分析恐怖袭击的影响因素,建立重要化工企业遭遇恐怖袭击的风险评价指标体系与风险评价模型。然后利用公式赋权法对各个指标进行赋权。最后,结合后果损失评价结果,对重要化工企业遭遇恐怖袭击的风险进行综合评价。     

谈公安消防部队在反恐救援中的地位及作用

当前国际恐怖犯罪活动日益猖獗，我国急需建立一支训练有素、保障有力、救援经验丰富的队伍参加恐怖袭击发生后的救援工作。依托现役消防部队建立一支以消防部队为主体的反恐救援队伍，努力加强其政治、装备及业务等方面的建设，是解决当前我国反恐救援队伍缺乏的有效途径之一。     

零容忍下我国反恐立法的反思与探索

近年来,恐怖主义在我国大有愈演愈烈之势,仅在今年,就发生了昆明火车站、乌鲁木齐火车站恐怖袭击案等多起恐怖袭击案,造成了多人伤亡、财产损失重大的严重后果,极大地影响了社会稳定和公共安全。采取高压态势打击恐怖主义犯罪已经成为了当今社会的共识。为了保障国家和人民的生命财产安全,习近平总书记站在党和国家前途命运的战略高度,首次表示了"反恐零容忍"的强硬态度。我国虽然在1997年的新刑法以及2001年的《刑法修正案(三)》中写入了恐怖主义类犯罪的罪名,但是其已经无法满足当前反恐的严峻形势的需要。我国有必要在零容忍政策的指导下,结合当前的反恐形势,完善反恐的刑事立法。     

多点连环恐怖袭击事件特点及防范和应对研究

全球范围内普遍的、破坏力强的恐怖袭击,主要是大规模的多点连环袭击和独狼式袭击,但多点连环恐怖袭击的破坏力和影响力更大。我国境内已出现多点连环恐怖袭击的苗子。分析2000年以来世界典型的多点连环恐怖袭击事件及其共同特点,提出处置此类事件的基本原则、研究防范和应对措施,以期支撑公安实战,提高反恐处突绩效。     

“警惕天空-2011”:北约和俄罗斯反恐新合作
