American foreign policy analysts have generally viewed World War II as the most important of the six wars the country fought in the twentieth century. By entering this war, so the argument goes, the United States prevented the gravest geopolitical threat to its security—German and Japanese hegemonies in Eurasia—from materializing. Careful reexamination of the best case for U.S. entry into World War II, made by Nicholas Spykman in 1942, demonstrates that the traditional view is misplaced: the United States could have remained secure over the long term had it not entered the war and had it allowed Germany and Japan to win. Its standard of living and its way of life, however, would most likely have suffered. Avoidance of those two outcomes was the real reason to have entered the war. The implications of this analysis for balance of power theory and current American grand strategy are spelled out.  相似文献

During World War II, official definitions of the requirements of United States national security were extended beyond the defense of the western hemisphere to include preventing any single power dominating Eurasia. This article challenges the commonly expressed view that this change was due to a belief that a strategy of continental defense would no longer suffice to protect the physical safety of the United States. The focus is on the period between Munich and Pearl Harbor when U.S policy moved away from the principle of non-involvement embodied in the neutrality legislation of 1935–37. The role in this process of the argument that America’s own safety was dependent upon the European balance of power, particularly because of the dangers posed by the development of aviation and the possible suborning of Latin America, is critically examined. It is argued that the broader conception of America’s security requirements reflected both a consciousness of the unique power of the United States to determine the outcome of the war and an implicit belief that the values and interests for which the nation should be prepared to fight extended beyond physical security.  相似文献

As the United States became a world Power, journalist and intellectual Walter Lippmann feared that it would become its own worst enemy. During and after the Second World War, he tried to steer the country towards coherent statecraft, to define the national interest and the limits of power, and give geopolitical expression to the role of the United States as the core of an Atlantic strategic system. But in response to world war, the Truman Doctrine, and the Korean War, he became pessimistic about the country's ability to conduct strategy effectively. In the prophetic tradition, he believed that a fatal symbiosis between America's growing strength and domestic politics led it towards crisis. Though at times ahistorical, Lippmann's concept of strategy deserves attention for its dialogue between power and identity, for its questioning of “ends” as well as means, and for its focus on the danger of self-defeating behaviour.  相似文献

Grand strategy is about making sense of complexity; it is the wisdom to make power serve useful purposes. After the end of the Cold War, American policymakers sought to create a new grand strategy for the United States, but they failed in this endeavor. They failed because of difficult domestic and international circumstances. They also failed because of conceptual limitations. This article traces the efforts at strategy formulation in the administrations of George H. W. Bush and Bill Clinton, and it analyzes their shortcomings. Bush had process without purpose; Clinton had purpose without process. The article encourages readers to think about how future strategists might improve upon this legacy with clearer and more disciplined attention to priorities, capabilities, and trade-offs. Making grand strategy in a democracy is not easy, but it is necessary. The absence of effective grand strategy in the 1990s contributed to the crises of the early twenty-first century.  相似文献

The perceived history of the Vietnam War profoundly influenced American discussions on grand strategy during the postwar period. The two largest schools of thought, one favoring confrontation with the Soviet Union and the other favoring engagement, drew lessons from the war based upon differing historical interpretations and used those lessons as support beams in constructing grand strategy. Compelling world events during the Carter presidency caused only a few individuals to shift positions in the debate, but one of those individuals was Jimmy Carter himself. Subsequent discoveries by historians indicate that the confrontation school understood the war's history and the postwar world better than did the engagement school and consequently crafted a superior grand strategy. The post-Vietnam debate contains numerous parallels to present-day discussions of grand strategy and offers a variety of lessons salient to contemporary strategic formulation.  相似文献

Debates over U.S. grand strategy have devoted a disproportionate level of attention to the War on Terror itself rather than the evolving strategic environment. Challenges including an impending shift in the balance of power, structural deficits, and divided public opinion will significantly impact the policy options available to government leaders, but they have not been adequately addressed. This article analyzes the options available for U.S. grand strategy following the George W. Bush presidency by relating key U.S. national interests with domestic and international policy constraints on the horizon. The analysis concludes that the United States must adopt a defensive grand strategy to rebuild popular consensus, to prevent further strain on the military, and to consolidate its gains in Iraq and Afghanistan. However, this strategy will require flexible coalitions, not formal international organizations, because of a significant divergence of security interests and capabilities with its European allies.  相似文献

With the end of the Cold War, the subsequent global war on terror, the global economic recession, and wars in Afghanistan and Iraq, one would think that the United States would have formulated a grand strategy for dealing with these problems. This, however, is not the case. This article advances a grand strategy of “restrainment,” as a guiding concept for our approach to international politics. It builds from the principle that U.S. policy must seek to restrain—individually and collectively—those forces, ideas, and movements in international politics that create instability, crises, and war.  相似文献

Despite the initially cordial relationship between the United States and Russia following the September 11, 2001 attacks, the Iraq War became a turning point in what evolved into the worst relationship between Moscow and Washington since the Cold War. From that point onwards, Russia persistently has exhibited aggressive behavior toward the United States, resulting in numerous crises. This article argues that this Russian assertiveness is deliberate, arising from a mixture of domestic and international factors. In light of recent developments in U.S.-Russian relations, especially the decision of American President Barack Obama to abandon the Bush Administration's scheme to deploy national missile defense (NMD) system in Eastern Europe, it is important to understand that Russia's grand strategy is aimed at promoting multipolarity and that Moscow is willing to apply limited military force to achieve its goals. Why do some states agree to suspend their weapons programs in exchange for compensation while others fail to come to terms? I argue that the changing credibility of preventive war is an important determinant of arms construction. If preventive war is never an option, states can reach mutually preferable settlements. However, if preventive war is not credible today but will be credible in the future, a commitment problem results: the state considering investment faces a “window of opportunity” and must build the arms or it will not receive concessions later on. Thus, agreements fail under these conditions. I then apply the theoretical findings to the Soviet Union’s decision to build nuclear weapons in 1949. War exhaustion made preventive war not credible for the United States immediately following World War II, but lingering concerns about future preventive action induced Moscow to proliferate.  相似文献

The Holocaust has become an important part of the everyday discourse of American life. Indeed, it has become one of the central historical analogies for thinking about U.S. foreign policy in the post-Cold War world. The received wisdom about the Holocaust among most Americans is that the United States and the rest of the civilized world turned away Jews seeking to escape Nazi Germany before World War II, and then sat idly by while the Third Reich murdered nearly 6 million of them during the course of the war. In light of this reprehensible indifference, the United States shares some responsibility for the Holocaust, and it must “never again” allow large numbers of people to be slaughtered because of their race, ethnicity, or religion. Historical analogies are ubiquitous in foreign policy debates. Not only do they routinely shape state behavior, they usually do so for the worse. Hence, we should be wary of all historical analogies and examine them carefully to make sure they are based on sound history and used wisely by policymakers. The widely accepted Holocaust analogy illustrates, in my view, both how analogies are frequently based on a faulty reading of history and that policies based on them have not always served U.S. interests.  相似文献

The experience of the First World War was central to the emergence of a trans-Atlantic elite committed to close collaboration and an international alliance, either formal or de facto, between Great Britain and the United States. The reactions to the conflict of Henry P. Davison, dominant partner in J. P. Morgan and Company, illustrate the manner in which the First World War was catalytic in the creation of an Atlanticist elite. Davison, moreover, experienced something like a personal epiphany during the war, metamorphosing from a hard-driving businessman into an international philanthropist who developed ambitious schemes to remake the world. For seven years, Davison energetically sought to affect the course, outcome, and consequences of the First World War. Fundamental to Davison's worldview were the desirability and necessity of Anglo-American collaboration, on which all his other plans were predicated. When the war ended, Davison proposed almost visionary schemes, on the one hand to provide massive American governmental and private economic assistance to finance European postwar relief and reconstruction efforts and, on the other, to establish an international Red Cross organization that would mount a massive campaign to eradicate global public health problems. Although abortive in the short term, in the longer run his plans proved prophetic, anticipating the post-Second World War Marshall Plan and World Health Organization.  相似文献

Modern Russia is a revisionist, if not a revanchist, nation-state. It seeks to end the efficacy of the post-World War II institutionalized rules-based international order, which was created and maintained by the U.S.-led Western alliance. Russia pursues this objective to reclaim great power status and dominate the region and its borders. However, it lacks the strength to achieve this goal directly. To be successful, Russia must devise a strategy for bringing about cumulative changes in the relative power of the United States and Russia. And, it must do so while avoiding direct confrontation. 'Unfinished Business' examines American and British postwar policy toward the regime of Francisco Franco in Spain. Although the emergence of the cold war eventually altered that policy from one of strenuous opposition to one of grudging acceptance, the continuing desire of the Western allies to alter or remove the Franco regime illustrates the persistent influence of anti-fascism after World War II. In retrospect, the eventual alignment of Franco with the West seems a foregone conclusion, but in the fluid context of the years immediately after World War II policy makers on both sides of the Atlantic struggled to determine their interests in a world no longer defined by the war and not yet in the grip of the cold war.  相似文献

The liberal international economic and political order which the United States created from the ashes of World War II and has since led is in trouble. To United States President Donald Trump, the order which provided the framework under which sovereign states agreed to follow a rules-based system of economic and political cooperation and shared multilateral governance, has not only allowed other nations (in particular, China) to take advantage of US ‘magnanimity’, but also weakened the United States economically, while asymmetric alliances compromised its military advantages. Given the sustained assault this cosmopolitan order is facing, many fear that it may not survive if Trump is re-elected in November 2020. Indeed, if the United States response to the COVID-19 pandemic is any guide, an ‘America First’ agenda, especially a hard-line approach to China, will shape US policy if Trump wins a second term.  相似文献

1950 was a crisis year in the Cold War and saw a growing rift between the United Kingdom and the United States over how best to wage it. It was in the Far East that the most dangerous crisis occurred. Britain recognised the People's Republic of China, not only because the Communist regime clearly controlled the mainland, but also because it was felt that it was not irretrievably linked to the Soviet Union. The United States, on the other hand, regarded China as a Soviet satellite and displayed a consistently hostile attitude towards it. The situation worsened with the outbreak of the Korean War in June. Although the United States and Britain agreed that the invasion of South Korea must be repelled, the British were anxious not to broaden the conflict, whilst the Americans used it as a stick to beat the Chinese. The war also prompted accelerated rearmament and the Americans favoured the rearmament of West Germany. Things came to a head in November, with the large-scale Chinese intervention in Korea, followed in early December by a visit to Washington by the British Prime Minister, Clement Attlee. The British believed that the United States had already concluded that a global war was inevitable, whereas they wished to avoid it if possible. As this article shows, the events of 1950 amply demonstrated the subordinate position of Britain in the “special relationship.”  相似文献
