As of yet, civil society support for military coups has hardly been investigated in depth. This article compares the attempted military coup in 2006 against Philippine President Gloria Macapagal-Arroyo, which received support from prominent civil society leaders, to the collaboration between civil society actors and the military-backed Caretaker Government that ruled Bangladesh from 2007 to 2008. It argues that in both cases, civil society support for military intervention can be traced to the weakness of the state.  相似文献

The new democratic left interprets socialism as involving the radical democratization of civil society and the state. Both conceptions of democracy and conceptions of socialism are variations on the theme of a self-govering community. The first part of this paper explores the diversity of accounts of democracy and of the issues in dispute between them. Part 2 then proceeds to identify conceptual difficulties with these ideas, and to examine some of their consequences for political analysis. While the theme of a self-governing community has always been somewhat problematic there are significant features of the modern world that further undermine any plausibility it may once have had. These conceptual weaknesses inherent in ideas of democracy and of socialism limit their untility as tools of political argument, and help to account for some of the difficulties socialists have in coming to terms with the world in which they now find themselves. The argument is not that the idea of socialism as enhanced democratization should be abandoned, but rather that such an idea is radically incomplete. A socialism that is worthy of support must address the substantive social and political problems of the societies in which it operates. The slogan of democratization is of limited value in identifying those problems or in establishing solutions to them.  相似文献

This article analyses the effects of political regimes over state capacity or the quality of government (QoG): Do democratic states perform better than authoritarian ones? Previous studies point to a nonlinear relationship between democracy and government quality. It is argued here that QoG is a function of both forces of supply (leaders who have the power to make reforms) and demand (citizens' desire for mid‐ to long‐term investments over short‐term needs), the latter of which is a function of economic development. In democratic states, leaders have stronger incentives to improve QoG after a certain degree of wealth is reached, while in poorer countries they have little incentive for long‐term bureaucratic investments. Thus it is predicted that the relationship between democracy and QoG is conditional, based on economic development. With over 125 countries in the sample, this hypothesis is tested using time‐series panel data and spatial models, and strong empirical support is found.  相似文献

This article explores the political economy of reform under the technocratic government of Mario Monti. Unlike the technocratic governments of the 1990s, the Monti interregnum was an experiment in unmediated democracy, in which a government is actively supported neither by political parties nor by encompassing social groups. Italian political leaders adopted unmediated democracy because of the underlying interest group conflicts in the Italian political economy. Unmediated democrats such as Monti can impose bitter medicine on a stalemated society when it is in a stage of acute crisis, but the passage of longer-term reforms requires a social coalition to support those reforms beyond the critical stage of crisis. Thus the government implemented budget cuts, but liberalisation and institutional reform stalled in the face of opposition. Italy is unlikely to be durably reformed by a government that is not anchored to society through political parties or interest groups.  相似文献

The process of democratic restructuring in the Soviet Union since 1986 can be understood in terms of a revival of the democratic ideal of a participatory and self-managing society. The concept of commune democracy espoused by Marx and Lenin, however, is problematical, not least because of ambiguities in its relationship to the state, the role of the dictatorship of the proletariat and the dirigisme of the party. Gorbachev's reforms are developing within the context of an attempt to regenerate commune democracy, and some of the hesitancies of the reform process can be attributed to the contradictions in the theory. The scope for a reconstituted civil society is limited by the inclusive tendencies of traditional commune democracy. The reform process may ultimately be able to exploit the ambiguities in commune democracy sufficiently to allow the development of a law-governed state.  相似文献

For close to 50 years, so-called 'dons' have positioned themselves as civic leaders in Jamaica, gaining acceptance among poor urban communities and (tacit) political recognition in the wider society. The dons' systematic, coercive organisation of the ghetto community and the counter-hegemonic, executive-style bureaucracy and culture entrenched here resembles the 'godfather'-led criminal culture and power of the (Italian) Mafia. However, over the last ten years the Mafia has faced a considerable decline in its omnipotence, due to increased state intervention and resistance within civil society, particularly by women in the local Italian communities. This article attempts to ascertain if such a 'reversible destiny' is also thinkable in Jamaica.  相似文献

By a small majority, Latin Americans are disposed toward preferring democracy over other forms of government, and for now almost all leaders in the region hold office from elections not military coups. Still, most Latin Americans quite correctly do not believe democracy has generally served their interests, that is, produced the jobs, houses, food, justice, and opportunities more and more people tell pollsters they want for themselves and their families. Personal observations and many studies, by the United Nations, the Organization for Economic Cooperation and Development, and others, confirm Latin America's unequaled inequalities and in many respects virtual economic stagnation as far as most people are concerned. The problem is not mainly bad individual leaders or foreign predators, as is often charged, but incompetent governance generally and the inability or refusal of Latins themselves to match their desires with the protracted effort needed to achieve their aspirations. Institutions and paternalistic thinking that go back for centuries persist in adapted forms and today are not only not producing for the majority but dragging Latin America farther and farther behind more successfully reforming countries, particularly in Asia. To accomplish the objectives and the outcomes of the New Partnership for Africa's Development (NEPAD), African leaders have agreed, among other things, to subject their countries to peer review through the use of a unique and innovative African Peer Review Mechanism (APRM). This paper analytically describes and assesses the APRM. It contends that peer review represents a sea of change in the thinking of African leaders as they seek to reverse the trend of lack of accountability, political authoritarianism, state failure, and corruption to embrace and consolidate democracy as well as effect sound and transparent economic management. It is further argued that peer review would provide a number of benefits to those countries that subject themselves to it and that, in turn, would have positive multiplier effects on Africa's development performance.  相似文献

Critical theoretical models usually aim to explain complex sociopolitical realities and open some space for constructive change. The "ethnic democracy model," developed by the Israeli sociologist Sammy Smooha, comes to justify the existing state structure in Israel in which democracy is selective and differential vis-à-vis the various social groups in Israeli society. A systematic critique of this model demonstrates the attempts made by Israeli political sociologists to turn the ethnic nature of Israeli democracy into a stagnant ideal-type in a time where regime dynamism and democratization is considered an ideal in world politics. In order to pinpoint the deficiencies in the ethnic democracy model, multiculturalism is utilized as a normative theory that better explains the sociopolitical reality in Israel. This paper concludes by suggesting searching for state recognition of the political benefits of differentiated citizenship and group rights to reduce the rising ethno-cultural conflict in Israeli society.  相似文献

What explains the rise in support for active citizenship programs in the Arab region? How has active citizenship been envisioned and taught with support by foreign states? How do participants understand the usefulness and impact of such programs? In this paper, we examine the contexts in which citizenship programs that embody the political aspirations of foreign states, are implemented. Embedded in local political realities, participants in these programs routinely question the ef?cacy and applicability of training modules focused on active citizenship and civic engagement. We argue that the proliferation of active citizenship programs for civil society organizations in practice serves to both bolster state legitimacy and discourage community leaders and activists from expressing political dissent. By submerging con?icting values, practices, and perspectives while encouraging civic participation based on conformity rather than dissent, active citizenship programs risk fostering a depoliticized civil society that is detached from the local political context.  相似文献

This paper explores what role Rancière's work can play in the struggle for a more democratic world. It highlights the strength of Rancière's conception of democracy, which clearly identifies democracy as a popular disruption of the prevailing police order. This order claims to have assigned a proper role to all parts of society. Democracy for Rancière is when an element emerges that has not been taken account of and demonstrates the police order's claim to be false. Among the many benefits of this way of understanding democracy, it upsets any easy association between hegemony and democracy – as in Laclau & Mouffe – and it refuses utterly the ideological fusing of democracy, capitalism, and the state offered by the liberal-democratic-capitalist consensus. However, Rancière's approach also introduces significant limits on democracy because it denies that democracy can ever do more than disrupt the prevailing order. It does not allow for the possibility that democracy can grow and spread to the point that it becomes pervasive in the polity. This paper uses the case of the Egyptian uprising to show how this limitation closes off important political possibilities. The paper argues that Deleuze & Guattari's theorisation of revolution, when used carefully, is a necessary corrective to Rancière's too-restricted concept of democracy  相似文献

Persistent gender gaps in political officeholding and mass political participation jeopardize women's equal representation in government. This paper brings new evidence to the longstanding hypotheses that the presence of additional female candidates and officeholders helps address these gaps by empowering other women to vote or run for office themselves. With a regression discontinuity approach and data on 3813 US state legislative elections where a woman opposed a man, I find that the election of additional women in competitive US state legislative elections has no discernible causal effects on other women's political participation at the mass or elite levels. These estimates are precise enough to rule out even substantively small effects. These results stand in stark contrast to a number of findings from India, suggesting that although electing the first women in a society can have these empowering effects, remaining barriers to women's inclusion in American democracy go beyond what further increases in female officeholding can themselves erode.  相似文献

The established view in political science is that a sound and functioning state has to be in place before democracy can be introduced. State first, and then democracy. While acknowledging the existence of a basic state infrastructure as a necessary starting point, we examine the possibility that democratization itself may play an important role in the subsequent development and consolidation of the state. We do this by addressing the major conceptual and methodological shortcomings of existing research on this topic. The results of our panel analysis, covering a population of 122 countries, show that both a country's level of democracy and the interaction between degree and duration of democracy positively and significantly affect the consolidation of the state and of its two key individual dimensions, namely, political order and administrative capacity.  相似文献

Developments in public affairs that stress governance— not simply government—hold possibilities for reframing democracy. Governance intimates a paradigm shift in the meaning of democracy and civic agency—that is, who is to address public problems and promote the general welfare? The shift involves a move from citizens as simply voters, volunteers, and consumers to citizens as problem solvers and cocreators of public goods; from public leaders, such as public affairs professionals and politicians, as providers of services and solutions to partners, educators, and organizers of citizen action; and from democracy as elections to democratic society. Such a shift has the potential to address public problems that cannot be solved without governments, but that governments alone cannot solve, and to cultivate an appreciation for the commonwealth. Effecting this shift requires politicizing governance in nonpartisan, democratizing ways and deepening the civic, horizontal, pluralist, and productive dimensions of politics.  相似文献

The global financial – and now economic – crisis has demonstrated that markets, and particularly financial markets, are not self-correcting and that, if left unregulated, they will inevitably overreach themselves and lead to excess. Governments have a duty to regulate markets in the public interest but where (as in the case of recession) markets produce adverse outcomes, governments also have a duty to lean against market logic in order to minimise those outcomes. These lessons extend well beyond purely economic matters. Unregulated markets will inevitably produce social and environmental outcomes that reflect narrow and short-term individual and sectoral interests rather than those of society as a whole. The whole point of democracy is that it allows the less powerful majority to use the power and legitimacy of government to offset and counteract the economic power of a minority. If the market cannot be or is not challenged, democracy itself is weakened, loses its point and forfeits the confidence of the people it is meant to serve.  相似文献

ABSTRACT

European integration has added an extra dimension to the perceived crisis of contemporary democracy. Many observers argue that the allocation of decision-making powers beyond the nation state bears the risk of hollowing out the institutional mechanisms of democratic accountability. In EU governance, the Commission has emerged as a particularly active and imaginative actor promoting EU–society relations, and it has done so with the explicit desire to improve the democratic legitimacy of the EU. However, assumptions concerning the societal prerequisites of a working democracy differ with the normative theory of democracy employed. Therefore, expectations concerning the beneficial effect of institutional reforms such as the European Commission's new governance strategy, which was launched at the beginning of the century, vary according to normative standards set by different theories of democracy on the one hand and to the confidence in the malleability of society on the other. Our contribution seeks to pave a way for the systematic assessment of the democratic potential of the European Commission's consultation regime. To this purpose, two alternative theoretical conceptions that link participation to democracy will be presented. A list of criteria for both conceptions that enable us to empirically assess the democratic potential of the EU Commission's participatory strategy will then be presented.  相似文献

Abstract

This paper studies the transformation of economic and social policy in Turkey during the 2000s. The policy mix that has emerged can be usefully conceptualized as social neoliberalism, combining relatively orthodox neoliberal economic policies and retrenchment of the protective welfare state (e.g. labour market institutions) with a significant expansion, both in terms of public spending and population coverage, of the productive welfare state (e.g. public health care). Therefore, social neoliberalism as a development model is distinct both from social democracy and orthodox neoliberalism. Its rise in Turkey during the 2000s is arguably best understood with reference to the interests of the AKP's support coalition, the salience of inequalities in access to public services, and the disconnect of social policy-making from civil society mobilization. Turkey's experience with social neoliberalism provides an important reference point for theorizing the ‘social turn’ that since the 2000s has occurred in many late-developing countries with now maturing welfare states, including Brazil, South Africa, Mexico and Chile.  相似文献

The study of the impact of the economic crisis on attitudes toward democracy tends to be focused on satisfaction with specific democratic institutions. This article expands upon previous research to explore how the current economic crisis can affect core support for democracy as a regime. Based on European Social Survey data for the Eurozone countries, the findings are twofold. It is shown, firstly, that perceptions of the state of the economy have an impact both on satisfaction with and support for democracy, and, secondly, that citizens’ support for democracy is greater in bailed-out countries. In countries that have experienced intervention, the more critical citizens and those less satisfied with the outputs of democracy are the stronger advocates of democracy. The article argues that this is connected with the tendency of critical citizens in bailed-out countries to blame external agents for the economic situation while increasing the saliency of democratic rules as a reaction to the imposition of unpopular measures.  相似文献

腐败与反腐败是社会政治生活中的一个永恒主题。腐败的存在与公共权力密切相关,作为公共权力运作的核心性规范,公共领导体制直接规定着高层领导者运用权力的方式,影响着社会的腐败与反腐败活动。伴随着社会发展,中国公共领导体制开始现代化转型,从传统型权威和个人魅力型权威向法理型权威转换,其反腐败方略也相应地从注重思想教育和社会运动转向注重制度约束。与此相适应,必须深化公共领导体制改革,以制度创新根治腐败,包括:进行良好的宪政分权,发展直接民主;引入政治竞争,实行政务公开;转变政府职能,推动行政体制改革,规范政府行为;强化监督机制和惩罚机制;加强思想教育和道德约束,提高政府官员的廉洁自律度,等等。  相似文献
