监狱教育改造与建设现代化文明监狱

教育改造是建设现代化文明监狱的基础工作,同时也是监狱工作的重要组成部分。教育改造可以推动现代化文明监狱的建设进程,现代化文明监狱的建设又为教育改造工作的深入发展拓展了更大的空间,二者相互联系,互为要求,相辅相成。建设现代化文明监狱对教育改造工作的要求是多方面的,文章从干警意识现代化、教育思想现代化、教育手段科学化三个方面为如何建设现代化文明监狱作了探讨。     

试论监狱教育改造工作制度

教育改造是监狱纠正服刑人员不良习惯的治本之策,也是监狱人民警察工作的重点与难点。但在当前,监狱教育改造工作存在监狱服刑人员刑满释放后再犯率居高不下、再就业水平不高、与社会严重脱节,社会化程度偏低、监狱人民警察教育改造专业化程度不高、教育内容简单、教育方式陈旧落后等问题,亟待通过贯彻监狱工作的首要标准、提升监狱服刑人员的社会化水平、为刑满释放人员提供再就业机会、提升监狱人民警察教育改造工作的专业化程度、更新教学内容、创新教学方式等举措来完善监狱教育改造制度。以此,服刑人员才能转变为守法的社会公民,服刑人员的再犯率才能最大限度地降低。     

治本安全观视阈下监狱教育改造问题研究

当前,我国的"总体国家安全观"战略正朝着纵深方向发展,监狱的"治本安全观"理念正逐渐融入到监狱人民警察的思维中,指导着监狱管理工作的实践。教育改造作为监狱管理工作的重要一环,无疑需要监狱人民警察认真践行。但当前,我国的监狱教育改造工作面临着六组矛盾以及监狱教育改造的定位不清晰、监狱教育改造工作的考核评估体系尚待完善、监狱教育改造工作的社会化不足等问题的侵扰。因此,我国监狱急需通过确立监狱教育改造在监狱全局工作中的核心地位、建立健全监狱教育改造工作的评估体系、增强监狱教育改造工作的社会化程度等途径,从而建立健全我国的监狱教育改造制度。     

创新罪犯教育改造工作——以重新社会化为切入点

随着监狱工作的发展和“首要标准”的贯彻实施,如何提高罪犯教育改造质量成为监狱工作的重要课题。教育改造是监狱的核心任务,把罪犯改造成为合格的守法公民,是监狱工作的最终目标。从社会学的角度看,教育改造罪犯的过程,实质上也是罪犯重新社会化的过程。以罪犯重新社会化为切入点．调整充实现行的教育改造内容、强化罪犯人格教育、创新教育改造工作方法与评价办法,将有助于破解监狱在提升教育改造罪犯质量方面创新的难题。

劳动改造既是监狱改造罪犯的手段之一，又是监狱工作的重要组成部分。从现实情况看，劳动改造在监狱工作中发挥了重要作用，但也存在与监狱“改造人”的工作宗旨不相吻合的问题。对此，应从监狱体制改革、监狱生产定位、劳动改造考核体系优化等方面加强和改进劳动改造工作，突出劳动改造中教育改造的功能。
