“治安”是体现统治阶级意志和利益并由其法律所规定的一种社会规范 ;是有关国家和公共安全、社会管理和公民的人身或民主权利 ,并涉及刑事或行政处罚的一种社会规范。“治安”的外延 ,即反映其本质属性的对象是治安问题和治安秩序。两者相互对立、相互依存 ,并在一定条件下相互转化     

治安秩序结构研究

必须经历从对事物表面状态的研究到结构层面的研究,治安学的发展才能摆脱“散” “乱”的局面。治安秩序的结构由三个重要因素组成:治安实体、治安规范和治安权威。它们的相互联系 和相互作用构成了治安秩序。治安实体是治安秩序的载体;治安规范是治安秩序的核心;治安权威是治安 秩序的保证。必须从这三个方面入手分析治安秩序才能对其有深入理解。

对古代治安的理论思考

治安，从古以来都是国家机器的行政职能。在古代，保卫皇权、保卫私有制是治安任务的核心。随着国家安全机制的形成与发展和政权建设的发展与强化，中国古代治安呈现阶段性变化，对中国古代社会的长期稳定起了强力的粘因保障作用。作为理论形态的古代治安，以古代国家的治安事业和治安成就为其阐释对象。对中国古代治安的理性扫描有三个层面。第一，法理层面：指国家的治安思想、治安法理、治安方略的理论基础。它为历代治安定向定性。第二，体制层面：指建立在一定的社会安全机制和国家行政体制基础上的治安体制。它研究的是国家警治禁卫安全力量的组合配置方式与运作模式。第三，操作层面：指历朝历代的治安法规建设和治安业务的实际展开，以及所采取的治安措施、经验积累和实际收效。     

先秦法家治安思想述略

“治安”这一术语由韩非子率先提出。韩非子从国家政治生活的全局加以考察，是一种“大治安”的理念。古代哲人对政府治安管理职能的自觉，促成了中国古代治安理论、治安体制、治安模式的早期成型。先秦法家描绘出创建中央集权制一统王朝的建国蓝图，提出了强化基层管理、稳定社会秩序的治安方案，使普天之下都能处在行政网络的有效管理之中。法家认为，社会生活的有序状态靠法律规范实现，严刑峻法，可“以刑击刑”，而社会面控制是管理的基本目标，户籍管理是治安管理的基础工作，同时，随着时势的发展，根据政治的需要，应随时修订颁布新的法律和禁令。     

我国治安预防的犯罪学分析

作为犯罪预防的一个重要环节，我国治安预防工作包含着丰富的犯罪学思想和特征，主要是以科学分析犯罪原因和犯罪规律为前提，承认犯罪的可知性，注重调查研究；在正确认识犯罪原因的基础上，以公安机关为龙头，组织多种社会力量进行综合治理；在处理打击与防范的关系上，强调“控制”的作用等。犯罪学理论与犯罪预防实践的紧密结合，正在使我国的治安预防工作逐步走向合理化。     

文化软实力基础问题与发展战略新探

文化是软实力的核心、重要载体和价值根基，但文化不等同于软实力。只有先进文化在有效的传播过程中，才能体现出文化软实力。就文化本身来讲，文化软实力主要包括价值观、思维方式、文化载体、文化传播能力四个层面；从其作用来讲，主要体现在国际交往层面和国家内部层面的文化软实力。国际交往和国家内部层面的文化软实力，都具有多样化的表现形态。文化软实力的发展战略应当着眼于先进价值观和制度文明建设、文化事业和文化产业建设、文化传播媒介建设与文化传播艺术研究并提高经济社会发展水平。     

科学技术与软实力

当代社会中,科学技术成为最重要的生产力,在支撑国家经济和社会发展,在促进综合国力的提高中,都发挥着重要的“硬实力”的作用。其实,科学技术同时还具有并发挥着“软实力”的重要作用,是先进文化的组成部分,是理性思维、组织秩序和健康生活诸方面中的属于本质性规定的东西,同样也是综合国力、感召力中的重要组成部分。从软到硬,软硬兼备,这是科学技术非常特殊的方面。对此,可以从四个方面对于科技软实力做一个考察。
