当前这场金融危机具有深刻的经济性和政治性根源合成、并发的特征,其影响将更为持久、广泛而深远。金融危机将全面启动新一轮国际金融乃至全球经济体系的改革进程,表现为全球金融体系朝着更加均衡、公平和综合方向改革的步伐加快,但全球金融/经济体系改革和过渡仍是一个长期而渐进的过程。金融危机推动了世界政治、安全格局的深度演变和改变国际政治议程的优先程序,对中国的对外关系提供了更多的战略机遇和挑战。  相似文献

This article examines the implications of domestic politicalchanges in the post-1997 era for ASEAN's regional cooperationand institutionalization. The conceptual framework traces regionalrelations to the makeup and grand strategies of domestic coalitions(internationalizing, hybrid, backlash). Had some predictionsin the immediate aftermath of the crisis been fulfilled, theadvent of domestic backlash coalitions would have portendedlower levels of regional cooperation. Alternatively, in theabsence of changes in the fundamental nature of most rulingcoalitions after the crisis, ASEAN's cooperative thrust wasexpected to be maintained. The article explores the extent towhich ASEAN's activities in the post-crisis era supports eitherof these two propositions. It finds that a shock of major proportionsin Southeast Asia led to some immediate challenges to bilateralrelations. At the same time, the aftermath of the crisis ledto considerable multilateral and bilateral cooperation on economicissues, expansion, intervention, and security. Furthermore,cooperation may have indeed improved despite subsequent crises,including 9/11 and its aftermath. Yet no linear progressionor irrevocable process towards internationalization or regionalcooperation can be assumed. Alternative coalitions, and theirpotential for changing regional trajectories, must be reckonedwith.  相似文献

Three earthquakes have shaken the main pillars of the global system – security, economy and politics – over the past two decades. The foreign policy Turkey has pursued throughout these three major earthquakes draws on principles that are in line with the challenges of the enormous transformations underway. The fall of the Berlin Wall, 9/11 and, most recently, the Arab Spring and the euro crisis have had tremendous implications for the international order. With its international position and historical depth, Turkey has shown that it has the potential to contribute to the transformation of the international system, and it will continue to maintain its determined stance in the future.  相似文献

The year 2016 marked the 25th anniversary of the end of the Cold War and the 15th anniversary of the 9/11 attack.Though international relations are constantly adjusted,the world is by no means more stable and orderly.International order reshaping triggered by the 2008 financial crisis is deepening,with chaos of various kinds popping up here and there.In the sociopolitical field,the "Trump phenomenon" and Brexit indicate serious weakening of the authority of traditional political systems and elites.In major country relations and international security,the world is witnessing the rise of emerging countries and the and fall of the West,fiercer US-Russia and Sino-US wrestling of strategic significance,and greater global and regional security risks.In global governance,while adjustment of UN-centered global governance is laboring along,national rivalries touch core issues,making global governance more urgent.  相似文献

The evolution of India--US relations in the last two decades has been remarkable, and the two countries are closer now than they have ever been. On the one hand, the rapid expansion of India's Western-influenced middle class has pushed the country to align with many American positions; on the other hand, the US too has recognised India's growing importance in a post-9/11 world. The principal driver of this relationship is a growing convergence of economic and strategic interests, with the existence of a large and successful Indian diaspora in the US acting as a further valuable bridge. American military aid to Pakistan remains an unsettling factor in this relationship, but both sides are learning to manage their differences without abandoning their core concerns or creating a crisis. Short of an unexpected shock to the system, India--US relations will continue to improve steadily in the future and become one of the most exciting partnerships in the 21st century.  相似文献

The West's treatment of irregular fighters in the “war on terror” was highly problematic. This article contends that we must look beyond the assumption that political and strategic considerations compromised the law and led to the “invention” of the category of the “unlawful combatant.” Rather, the law of armed conflict itself includes strong exclusionary mechanisms towards irregular fighters. These exclusionary strands in the law came to dominate the West's strategic decision-making on the treatment of irregular fighters. Moreover, the fact that irregular fighters became such a vital issue post-9/11 was not a result of the war on terror being a new kind of war, as has often been argued. Rather, this article suggests that it reflects an identity crisis of the West's regular armed forces at the start of the twenty-first century.  相似文献

The world military security situation has entered a period of readjustment and transformation following the events of 9/11 and the ensuing war against terror. The "arc of crisis" in peripheral areas of the Eurasian continent and other regions is unsettled or tumultuous. Confronted by these new situations and challenges, military forces throughout the world have reassessed their respective strategic environment and adopted new transforming measures, which have brought about a dramatic change in military circumstances, thinking and operation in every country. More specifically, the U.S. unipolar military power has expanded, while at the same time is constrained by various internal and external factors. Worldwide military competition is becoming more complicated. Nuclear proliferation and upgrading has steadily developed, paving the way for an arms race on land, sea and in the air. Thus, the world's military situation is becoming more complex, with various factors-conflicts between unilateral and multilateral poles, cooperation and competition,readjustment and transformation, stability and instability-all interconnected.  相似文献

The strategic legacy of 9/11 will outlive the Korean and Vietnam Wars and the two Gulf Wars because they triggered only quantitative rather than qualitative transformations in the international strategic landscape. The 9/11 disaster sparked the Afghan and Iraq Wars and the global "war on terror," which as yet have no end in sight. It has already led to a qualitative overhaul in the world strategic order, affecting the international power balance and perspectives on international relations so much that even the unfolding upheaval in West Asia and the North Africa known as the Arab Spring seems minor by  相似文献

This article asks the following questions. Which terrorism threats, challenges and responses did key players consider to have been decisively changed by 9/11? On close inspection now, nearly two decades after those attacks, how are we to assess such claims? What did 9/11 really change regarding terrorism and counterterrorism? And what remained unaltered? The article’s central argument is this: some western states exaggerated the extent to which terrorist threats and challenges had been changed by 9/11 and, as a consequence, they did significantly alter some of their responses to terrorism; but at the heart of this ironic process was the tragic reality that, had there been a more serious-minded and historically sensitive recognition of how little had necessarily been changed by 9/11 in terms of terrorist threats and challenges, then the twenty-first-century experience of non-state terrorism would have been much less painful than has been the case in practice.  相似文献

This article aims to offer a preliminary assessment of Russian and Uzbek attempts to combat terrorism after 9/11. While both cases fit into the larger post-Soviet political narrative, itself shaped by strategic realignments following the events of 9/11, relatively little work has been undertaken to analyse how terrorism and law enforcement have intertwined in order to generate military, legislative and police responses in these countries. Thus, while recognizing how security policies changed in Russia and Uzbekistan immediately after 9/11, this paper argues that policy reactions to home-grown terrorism have, for the most part, continued to be the main driving force behind attempts to combat terrorism. Equally, however, the latter part of this paper argues that a more nuanced account of security in the North Caucasus and Central Asia is needed in order to study terrorism effectively. In particular, the emergence of suicide terrorism in Russia and Uzbekistan raises important issues, not just about post-9/11 law enforcement, but also identity politics, illustrating how diverse local, regional and international forms of identification shape International Relations theory.  相似文献

The advantage of academic life is that society allows us to spend years reading things no one else reads, writing articles and books almost no one else reads, and traveling to places no one else travels to. But in times of crisis, when the totally unexpected becomes reality, society understandably expects that we serve our communities with knowledge, explanation, insights, and policy alternatives. The days, weeks, and months following the attacks of 11 September were such an occasion and many academics experienced sudden demands for public commentary and analysis. As international studies scholars, we have insights and knowledge that our communities require and desire, most notably in times of crisis. By responding to the best of our abilities, we are able to return something to society and help people understand more clearly the world in which we live. In this essay, we discuss how we handled this challenge in the wake of 11 September and the lessons we have learned through that process.  相似文献

The study of globalisation carries important conceptual insights into the contemporary security agenda following the events of September 11th 2001 ('9/11'). This article argues that globalisation can be defined in a variety of ways, ranging from liberalisation to Westernisation, and can also be extended into concepts of supra-territorialisation. In combination, these definitions help to explain the generation of 9/11 style-conflict by providing the political-economic motivation for hyper-terrorism, by facilitating the political identities and activities of non-state actors; and by creating an environment for the global reach of terror movements. Additionally, the interconnection between globalisation and security can be seen in the response of the United States to 9/11 and its striving to project military power on a global scale with declining reference to time and geographical distance, and the varied ability of sovereign states to respond to the challenge of trans-sovereign security problems in the future.  相似文献

ABSTRACT

This article argues that despite engaging in a powerful critique of the construction of the attacks of 11 September 2001 (or “9/11”) as temporal break, critical terrorism scholars have sustained and reproduced this same construction of “9/11”. Through a systematic analysis of the research articles published in Critical Studies on Terrorism, this article illustrates how critical scholars have overall failed to extricate themselves from this dominant narrative, as they inhabit the same visual, emotional and professional landscape as those they critique. After examining how CTS has reproduced but also renegotiated this narrative, the article concludes with what Michel Foucault would describe as an “effective history” of the attacks – in this case, a personal narrative of how the attacks did not constitute a moment of personal rupture but nonetheless later became a backdrop to justify my scholarship and career. It ends with a renewal of Maya Zeyfuss’ call to forget “9/11”.  相似文献

Academic interest in Muslim youth, Islam, radicalisation and Islamic-inspired terrorism exploded in the aftermath of 9/11, aimed at discovering the connection between Islam and terrorism, radicalisation and terrorism and how to detect and understand those who might become involved in them. Radicalisation as a process has increasingly become associated with Muslim youth, particularly male Muslim youth, as the precursor to Islamic-inspired violence against Western states. In an effort to understand these youths, the radicalisation of, or potential radicalisation of, Muslim youth is linked in the literature to alienation due to living in separate or parallel communities, identity crisis and intergenerational conflict. Because of this, terrorism, radicalism and extremism have become entangled with notions of identity, integration, segregation and multiculturalism, and this entanglement has made being a “Muslim youth” a precarious designation in the United Kingdom. This article examines some of the concepts that are central to the process of radicalisation as it is described in the literature. Using empirical data from a study with Muslim youth, the article examines the realities of the emergence of new transcultural identities and generational change amongst Muslim youth in the United Kingdom as a feature of their lived experience, rather than as evidence of a process of radicalisation.  相似文献

The EU's ineffectiveness vis‐à‐vis Libya and the southern Mediterranean crises more broadly is largely explained by the CSDP's narrow mandate centred on crisis management. The EU's emphasis on external crisis management was strategically sound given the geopolitical context of the 1990s. CSDP's quiet drift towards a ‘softer’ kind of crisis management from the middle of the first decade of the 2000s was also instrumental in highlighting the EU's differences from post‐11 September US unilateralism. That said, (soft) crisis management has become progressively obsolete in the light of a rapidly changing geopolitical environment characterised by an overall retreat of Western power globally, a weakening of America's commitment to European security, an increasingly tumultuous European neighbourhood, and Europe's financial troubles. In order to meet the demands of a changing geopolitical environment, CSDP must break away from its distinctively reactive approach to security to include all the functions normally associated with the military including, chiefly, deterrence and prevention. This would allow the EU to actively shape its regional and global milieu.  相似文献

Chinas anti-terrorism campaign started even before 9/11, but it was only after 9/11 that China participates fully in the international anti-terror cooperation and becomes a significant player in the efforts. This article explores the puzzle of victim dissatisfaction with State-led commemoration following 9/11 and 3/11 by offering a cross-national case study through which to view key areas of theoretical debate in the sociology of human rights, cultural trauma and collective memory, and the politics of victimhood. Although State-led commemorative processes are often highly contested, we would expect them to be less so in the cases of 9/11 and 3/11, given broad social consensus about the victims’ right to commemoration and the traumatic nature of the events, and especially the “ideal nature” of the victims who as symbolic representatives of the State are conferred with great moral authority. Drawing on primary and secondary data on the commemoration of the attacks of 11th September 2001 and 11th March 2004 we find that despite sharp differences between commemorative processes, three common key areas of contestation and dissatisfaction for victims emerge: political instrumentalisation, hierarchies of worth and exclusion. We show how the status of ideal victimhood for victims of transnational terrorism carries within it an inherent paradox which provides the key to their dissatisfaction, namely the moral authority conferred on them as representatives of the State simultaneously depersonalises them, excluding them as individuals with rights and needs.  相似文献

Since the 11 September 2001 attacks on targets in the USA, debates concerning the situation of women in the Muslim world have tended to focus on the extent to which they are victims of religious dogma. Like any other religion, Islam can be oppressive towards women; however, working women are not affected only by religious factors. This paper reviews women's experiences in Indonesia and Iran, countries in which Islamist movements have taken a leading role in the government. In the former, the Asian economic crisis of the late 1990s precipitated civil unrest and brought an Islamist government to power. Since then, female employment in Indonesia appears to have been affected more by the economic crisis than by the Islamist movement, which was itself a by‐product of the crisis. In Iran, it might have been expected that women's formal employment would have declined after two decades of Islamisation, but in fact it has increased. A review of these two cases shows that the impact of the rise of political Islam is complex and cannot be captured by simple stereotypes.  相似文献
