Following the Japanese Liberal Democratic Party's victory in the December 2012 election, some Japanese analysts pointed out that the new Abe/Aso Govemment would introduce rightist policies, and that as such it would be more difficult for China and Japan to improve their bilateral relations. As expected, in the past six months since its coming to power, the Abe cabinet has vigorously promoted so-called "Abe economics" and implemented a quantitative easing monetary policy that has caused a drastic depreciation of the Japanese Yen. In order to revise the "Constitution of Japan", in July 2013 it has been striving to win the election of the Senate. Externally, the new cabinet members have frequently visited foreign countries, implementing a diplomatic strategy of containing and countering China. One of its aims is to completely rid itself of the shackles of World War II and to try to reconstruct powerful military forces. Editor's Note: Sino-Japanese relations have been tense in recent years. In Jparticular, since Abe came to power, Japan has not only been "desperately struggling" with China on territorial and historical issues, but has also tried to set up an "encircling network" against China. Thus Sino-Japanese relations have emerged as the most risky bilateral relations in the Asia-Pacific region. As the two largest powers in East Asia, and the world's second and third largest economies, the continuing confrontation between China and Japan will have huge negative repercussions on regional and global peace. With the approaching of the APEC meeting, however, the Abe government has repeatedly expressed its hopes for diplomatic dialogue with China. japanese Prime Minister Shinzo Abe's visit to the Yasukuni Shrine has escalated tensions between China and Japan that were triggered by the Diaoyu Islands dispute. Changes in the balance of power between China and Japan have caused concerns and strategic restlessness in Japan. Because of public opinion and his party's control of the House of Representatives and Senate, Abe is now eager to further his aims both domestically and overseas. That is why he said: "Now is the time for Japan to take the big step in building a new state." The U.S. supports a stronger Japan because it is looking to maintain the strategic balance in the Asia-Pacific region. Its Asia-Pacific Rebalancing strategy is bound to inflame Japan's ambitions. Despite the repeated urging of senior American officials, the Abe government unleashed global concern and tension when it disavowed the "shelving" policy consensus that had formerly existed on the Diaoyu Islands dispute. After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of "re-industrialization" and Brazil published a plan to develop its industrial sector between 2011 and 2014. China's industrial sector has rapidly developed. "Deindustrialization" sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that "deindustrialization" has caused and this has had an increasing effect on China' s relations with these countries. It reflects China' s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with "deindustrialization" and makes some suggestions for the Sino-Brazilian strategic partnership. Hong Kong has been a great help to the nation in its efforts to rejoin the world community over the past 30 years since the beginning of "Reform and Opening Up" in 1978. It has played a unique role in helping the nation in implementing an exports-driven economy, improving industrial performance, upgrading technology, accumulating wealth, creating jobs, helping build a better socialist market economy, and assisting in the development of education, culture and sports through investments into, and trade and cooperation with, the mainland. Battlefield for Strategic Rivalry
In recent years, the Asia-Pacific strategic configuration has entered a stare of in-depth readiustments. The relative decline of the United States,China's rapid rise, Russia's fast revival and Japan's quickening step toward a "normal country" have combined to turn regional multi-polarity into a reality. Not surprisingly, the world' s strategic structure has begun to focus on the region, with intensifying rivalry among major countries centered on economic competition and aggravating geopolitical game conducive to a security dilemma. As a matter of fact, U.S.-Japanese provocations have been at work in tuming regional hotspot issues into tools for such a game. As a result, escalating security threats to China in the East and South China Seas are converging into potential risks of collision and conflicts with other contenders.  相似文献

The extreme organization that calls itself the "Islamic State" has alarmed the world with its rapid rise and grave damage while drawing sharp censure from numerous directions. In his speech on the strategy of dismantling the "Islamic State of Iraq and Syria," American President Barak Obama' s called it "a terrorist organization, pure and simple." 1 Rooted in Middle East turmoil, facilitated by the irresponsible policies of the great powers and nearby countries, the "Islamic State" (also known as ISIS or ISIL) stands out from among regional terrorist organizations in a number of vital characteristics. ISIS, disowned by the A1-Qaeda, nevertheless challenges it and seems to gain the upper hand. Over the past 50 years, with the improvement of relationship between India and China, the scope of India studies in China's IR research has been broadened and the new areas of studies are being explored. The research agenda of India studies has already extended to the areas like economy, society, culture, security, national strategy and their impact on both bilateral and international relations. In this situation, the focuses of India studies in China's IR research can be mainly identified as follows: reviews on India's social, political and economic systems; analysis on the national strategy and foreign policy; Sino-Indian relations; India's relations with some international organizations. However, even though many fresh progresses have been made in India studies, the India studies in China's IR research still lag far behind the study of other important countries like the U.S., UK, Russia and Japan, and more problems and challenges will face in the coming future. The paper believes that a fuller understanding of India probably will not make China and India close friends, but it definitely will help to prevent them from becoming fierce enemies.  相似文献

Opinions vary over the question: "Does Beijing have a strategy. Both affirmative and negative answers have been heard. Witness the arguments for and against. The pros point to Mao Zedong's Ping-Pong diplomacy that shook the world by moving a big ball with a small one; Deng Xiaoping's Theory on reform and opening up, as well as his Three-Stage Development Strategy; and China's adherence to the path of peaceful development. Any one of these can be regarded as a grand strategy. On the con side, however, comes this sarcastic retort.' Just look at how the Middle Kingdom is kept constantly on the run responding to emergencies in foreign affairs without any internal coordination to speak of or any systemic approach to turn to. In the 60 years since the founding of the People's Republic of China, the country has pursued a peace-oriented foreign policy. After the end of the Beijing Olympics in October 2008, China's foreign relations began to take on a new look. The country now participates more actively in global and regional issues, forging multilateral and bilateral relationships, and entering into discussions on maritime rights and military strategy. It could be said that China is now showing more initiative, independence, confidence, transparency and a greater sense of responsibility, and strengthening cooperation with all partners. These changes are mainly due to China's increasing comprehensive national strength and its need to integrate into the international system in a peaceful and harmonious manner with benefits to all. China has redefined its identity and reassessed its interests. These changes are ongoing, and the nation's diplomacy is still not perfect, but the general direction has now been set.  相似文献

The continuing threat of terrorism around the world has intensified interest in the perpetrators' characteristics to see whether a profile or type can be drawn from individual majority of today's terrorists features. Research has shown that a are young-to-middle-aged, male, psychological immature, insufficiently educated, and have a family of origin in which a religious atmosphere prevails. If motivations are studied, the studies find that individuals who commit extremist or violent terrorist acts are dissatisfied with the current situation but also convinced it can be successfully altered through their personal capability. Besides these factors of age, gender, education, and religion, a mastery of computers and the internet has been found to be a basic feature common to modern terrorists.1 The "East Turkistan" terrorists who instigated terrorist activities in recent years in Xinjiang and inland China closely resemble those of their international contemporaries. With access to the three sets of reports from the Ministry of Public Security of China and information from cases tried by national courts in 2013, this article analyzes the relationship between common individual features and terrorist activities, and estimates developments of "East Turkistan" terrorism.  相似文献

China's relationship with other developing countries is an important basis for China's foreign strategy. Since its founding, New China has accumulated complex experience and achieved rich fruits in how to handle and develop its relations with other developing countries. It has experienced contradictions between ideology and national identity and also made strenuous efforts to safeguard the country's strategic independence. Since the introduction of the reform and opening-up policy, China has rapidly enhanced its national strength, providing a new platform for it to play a greater role in the current international system. But China's identity as a developing country remains the starting point of its foreign strategy, and hence promoting and consolidating its relationship with other developing countries will also remain as China's strategic choice.  相似文献
