The term "nuclear terrorism" refers to terrorists who are engaged in nuclear proliferation activities for terrorist attacks. At present, nuclear terrorism poses a growing threat to international security. The global campaign against terror has achieved considerable success over the past five years since the events of 9/11. The Taliban forces in Afghanistan have been destroyed and Al-Qeda has received a devastating blow. In Russia, Chechen secessionist terrorist forces have also suffered heavy losses. Nevertheless, the major terrorist attacks that took place in the UK, Spain, Russia, Iraq, India and Indonesia clearly demonstrate that terrorism has not yet disappeared.Terrorist attacks are on the increase, the targets are becoming more varied, and the methods more covert and more violent. Terrorist groups and organizations have become better organized in their activities and there is a trend towards the use of high-tech in the attacks.Some world public media refers to these phenomena as "counter-terrorism leading to yet more terrorism". Therefore, two fundamental questions may be posed to all countries throughout the world: What are the roots of terrorism? How can terrorism be eradicated?  相似文献

The extreme organization that calls itself the "Islamic State" has alarmed the world with its rapid rise and grave damage while drawing sharp censure from numerous directions. In his speech on the strategy of dismantling the "Islamic State of Iraq and Syria," American President Barak Obama' s called it "a terrorist organization, pure and simple." 1 Rooted in Middle East turmoil, facilitated by the irresponsible policies of the great powers and nearby countries, the "Islamic State" (also known as ISIS or ISIL) stands out from among regional terrorist organizations in a number of vital characteristics. ISIS, disowned by the A1-Qaeda, nevertheless challenges it and seems to gain the upper hand. What lies behind its success are at least two powerful characteristics: its religio-political ambition to establish a recognizable country, and its ability to entice the zeal of Western jihadists.  相似文献

A Review and Reflection on the Development of Muslim Radicalism Lu Zhongwei Abstract: The Islamic civilization reached its peak in the Middle Ages and has been gradually declined since then. In the past few centuries, the Islamic revival movement has been widely spreading in the world. Over the past dec- ades, the Islamic revival trends and movement in the Middle East and other regions can be roughly divided into conservative, moderate and radical factions. The radicals are advocating implementing religious extremism. The modern Muslim extremists and their terrorist activities have not only been undermining the international security, but also posing a great threat to China' s national security. To cope with the threat of terrorism, the international community should not only make military strikes, but also take action on the ideological level. Assaults on "soft" targets are increasing. Since terrorists choose location precisely because of the strong possibility of fatalities and injuries to a mass of unwitting people, counterterrorism strategists must diligently plan to prevent these intensive attacks. As compared to military guards and trained security forces, shoppers and hotel guests are more likely to be paralyzed with confusion in a comprehensive assault by a small group of individuals who have practiced coordinated moves for months. The September 11 attacks have spurred international counterterrorism onto a new level of state security strategy for many countries in intensifying the war on terror from varied angles, in a multi-layered, omni-dimensional way. Strange enough, terrorist activities have become all the more rampant in spite of such full-scale, worldwide clampdowns- a paradox indeed. This merits in-depth explorations into the underlying problems for seeking feasible solutions in response to the needs of theoretical research and the fight against terrorists. The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." "Strategic reassurance," a new concept in Obama's China policy, should be fostered bilaterally by dialogue designed to highlight and reinforce the areas of common interests while addressing the sources of mistrust directly. Yet in practice it seems that U.S. strategic reassurance has contrasted all China's core interests. The United States and China must recognize their different social systems and asymmetrical national strength in seeking to realize strategic stability. Crisis control requires sophisticated management of both side, especially on sensitive issues like weapons sales, the Dalai Lama, and the South China Sea dispute.  相似文献

The rise of extremist organizations of "Islamic State" has complicated reasons and background, which has exerted great shock and impact on the situation in the Middle East: leading to the realignment of the political landscape and regional order in the Middle East; resulting in the adjustment of foreign policies and external strategies of the related nations; boosting the religious, power and ideological contentions in the region; and making terrorist operations enter a new and active phase. On the whole, there is a great variable in the future development of the Middle East situation, which though will be largely determined by the following three factors, namely what kind of role the big powers outside the region will play, what kind of influence the powers within the region will exert and whether or not the expansion of "Islamic States" will be effectively controlled.  相似文献

Following the Japanese Liberal Democratic Party's victory in the December 2012 election, some Japanese analysts pointed out that the new Abe/Aso Govemment would introduce rightist policies, and that as such it would be more difficult for China and Japan to improve their bilateral relations. As expected, in the past six months since its coming to power, the Abe cabinet has vigorously promoted so-called "Abe economics" and implemented a quantitative easing monetary policy that has caused a drastic depreciation of the Japanese Yen. In order to revise the "Constitution of Japan", in July 2013 it has been striving to win the election of the Senate. Externally, the new cabinet members have frequently visited foreign countries, implementing a diplomatic strategy of containing and countering China. One of its aims is to completely rid itself of the shackles of World War II and to try to reconstruct powerful military forces. Five years have passed since September 11. What has been the influence of these events on international relations? What has changed in the world since then? The majority of scholars hold that the September 11 terrorist attacks were essentially a key event, a "turning point" in the international strategy transformation after the Cold War.Yet some others believe that the September 11 terrorist attacks cannot have had so profound an impact on international relations. For example, in America's Foreign Policy, most articles commemorating the fifth anniversary of September 11 fall into the second category. These articles suggest that, five years after September 11, security issues have not slowed down the pace of globalization; potential strategic competition among the big powers has not been weakened due to their cooperation in counter-terrorism and international terrorist organizations, represented by Al Qaeda, still exist. Meanwhile, many proturning-point scholars think that, after September 11, terrorism has become the main threat to international security and that the strategic focuses of major powers have also undergone a big adjustment, valuing cooperation over competition. The EU's strategy for Russia since the end of the cold war has to a large extent failed, and the direct consequences are the currently deadlocked EU-Russia relationship. There are three reasons for this: the EU and Russia's respective strength and status relative to each other have been changing since the beginning of this century; the EU's strategy towards Russia has been more fragmenting in recently years; and the American factor. The EU-Russia relations could continue to be in poor shape in the years to come, and it is very likely sometimes even further worsening. China's large-scale investment in Kazakh oil and gas resource development ushered in a new era of China-Kazakhstan bilateral trade in the late 1990s. This lifted cooperation between China and the five countries in Central Asia to a new level, opening the China-Central Asia energy channel and bringing the "Silk Road economic belt" into being. Central Asia and China's Xinjiang Uygur Autonomous Region, areas which are both abundant in renewable energy, should fully utilize their geopolitical advantages as neighbors by means of Xinjiang's rapid growth. The security situation in western China has been attracting the concern of neighboring countries. Transnational ethnic groups, Kazakhs and Mongolians, are located in western Mongolia and western China. Although Mongolia has not yet witnessed any acts of terrorism and even though the Mongolian-China border is peaceful, the two countries need to be alert to terrorist attacks, given the growing cross-border trade, direct exchanges between local governments, and communications between border residents. Since the Presidential election in 2012, the "fiscal cliff" issue has plagued the United States. Although this issue relates to the economy, it reflects the unprecedented political polarization brought by the "New Politics", an escalating conflict between "Red America" and "Blue America". The "New Politics" refers to the intensifying and increasingly ill-tempered rivalry between the Republicans and Democrats, which has seen a decline in presidential authority, a deepening of divisions in society, and a shrinking of the political middle ground. In the past, the tension between the two main political parties was regarded as the motive power of U.S. politics, a source of dynamism and innovation. In the years since 9/11, there is no doubt that the emphasis of U.S. global strategy has been on counter-terrorism and the war in Iraq. During this period of time, the U.S. investment in strategic, political and military resources in the Middle East, Iraq, and the war on terror, which are the top priorities on the list of Bush's foreign policy, has been far greater than in any other fields. However, there are some in the U.S. who believe that China's rise has been much ignored by the U.S., due to the global war on terror (GWOT), and that America should, in fact, be focusing more on China, not the Middle East. However, as we see it, China has by no means been ignored by the U.S., neither has China's rise been the result of U.S. ignorance.  相似文献
