This article considers the new spaces for the participation of civil society organisations (CSOs) in local governance that have emerged in Nicaragua between 2000 and 2009, and how government and CSOs interact in these spaces. It discusses the significant changes that have taken place in Nicaraguan local governance during this period, and highlights the challenges for CSOs to engage with these spaces at different points in time. It finds that grassroots CSOs in Managua that based their engagement with the Bolaños government through these spaces on citizenship have been drawn into a more clientelist relationship with Ortega's government.  相似文献

Accurate age estimates of immature necrophagous insects associated with a human or animal body can provide evidence of how long the body has been dead. These estimates are based on species-specific details of the insects’ aging processes, and therefore require accurate species identification and developmental stage estimation. Many professionals who produce or use identified organisms as forensic evidence have little training in taxonomy or metrology, and appreciate the availability of formalized principles and standards for biological identification. Taxonomic identifications are usually most readily and economically made using categorical and qualitative morphological characters, but it may be necessary to use less convenient and potentially more ambiguous characters that are continuous and quantitative if two candidate species are closely related, or if identifying developmental stages within a species. Characters should be selected by criteria such as taxonomic specificity and metrological repeatability and relative error. We propose such a hierarchical framework, critique various measurements of immature insects, and suggest some standard approaches to determine the reliability of organismal identifications and measurements in estimating postmortem intervals. Relevant criteria for good characters include high repeatability (including low scope for ambiguity or parallax effects), pronounced discreteness, and small relative error in measurements. These same principles apply to individuation of unique objects in general.

In this research I propose that the concept of diversionary theory provides at least a partial explanation for North Korea's conflict activities. I examine and analyze the country's data on diplomatic and military activities from 1997 to 2011 and argue that North Korea's domestic conditions influence its willingness to engage in external conflict. I also examine the impact of such external influences as UN sanctions, leadership changes in the region, national capacities of the US, South Korea and Japan, and strategic military exercises on DPRK-initiated conflicts. This study provides insight into the activities of this reclusive state and also demonstrates useful techniques that can be applied to analyze other similarly closed nations. The findings suggest that there are identified links between internal conditions and the Kim regime's aggressive actions between 1997 and 2011 in support of the diversionary argument. Concurrently, there is less evidence that North Korea's hostile diplomatic and military activities are based on external pressures.  相似文献

The political–bureaucratic interface has been the subject of much academic interest. However, research has tended to focus exclusively on wealthy institutionalized democracies, with little attention given to the political–administrative relationship in developing countries. However, recent evidence from reform processes in poorer nations increasingly highlights the importance of interactions between politicians and bureaucrats. This paper provides a systematic overview of the political–bureaucratic relationship in developing countries and in doing so makes two key contributions. First, it introduces a typology of political–bureaucratic relations based on four models—collaborative, collusive, intrusive, and integrated—discussing examples of each. Second, it analyses the main factors associated with different models of political–bureaucratic relations and considers how countries can move from one model of relations to another. The paper provides a much‐needed entry point for scholars and policymakers to better understanding the relationship between politicians and bureaucrats in developing countries. Prior to the 2015 Nigerian general elections, there were concerns that the fierce political contest would lead to electoral violence in the country. However, the elections were conducted peacefully, with fewer disputes and election-related deaths than previous elections. This study accounts for the fall in the level of electoral violence in Nigeria and discusses the lessons that Nigeria’s experience presents. It argues that the avoidance of destructive electoral disputes in Nigeria was the result of preventive action taken by the country’s electoral commission, civil society groups, and development partners. The specific preventive actions taken include innovations in election administration aimed at enhancing electoral transparency and credibility, election security measures such as early warning and peace messaging, and preventive diplomacy urging the main candidates and the political elite to embrace peace. The key lesson that can be drawn from Nigeria’s experience is that a well thought out conflict prevention strategy should be an integral part of electoral governance, especially in countries with a high risk of electoral violence.  相似文献
