In this paper, results are introduced of an empirical study which investigated the practice of occupational health and safety regulation in two countries, Great Britain and West Germany. The analysis concentrates on the specific relationship that regulatory agencies and the concerned interest groups, employers and trade unions, develop in the two stages of policy formulation and implementation of health and safety regulation. Results show that interest groups actively participate in the regulation-making systems in both countries. Their policy pursued in this process is influenced and mediated by their actual resources as well as by individual views and assessments of each side's representatives. In Germany, a strong fragmentation with numerous private and quasi-governmental bodies entitled to formulate standards makes it difficult for the interest groups to concentrate on the competent and important committees. In contrast, we find a clearer responsibility of bodies and committees in the case of Britain. In both countries, enforcement policy prefers an advisory and persuasive style even though the legal backgrounds are quite different.  相似文献

How does the American public assess risk when it comes to national security issues? This paper addresses this question by analyzing variation in citizen probability assessments of the terrorism risk of nuclear power plants. Drawing on the literature on how motivated reasoning, selective information processing, and domain‐specific knowledge influence public opinion, we argue that heterogeneous issue preferences and knowledge of nuclear energy and homeland security have important explanatory power. Using original data from a unique 2009 national survey in the United States, we show that Americans are divided in their probability assessments of the terrorism risk of nuclear power plants. Consistent with our theoretical expectations, individuals who support using nuclear power to meet rising energy demands, who are generally less concerned with terrorism, or who are more knowledgeable about terrorism and nuclear security tend to provide lower assessments of the likelihood that nuclear power plants increase terrorist attacks, and vice versa. The findings have implications for the literature on public opinion, risk assessment, energy policy and planning, and homeland security.  相似文献

From a longitudinal sample (n = 957; 49.9% male; 77.3% White/non-Hispanic) of participants studied from infancy through age 15, adolescents’ depth of engagement in, and quality of romantic relationships were predicted from early and contemporaneous parent–child interactive quality and peer social competence. High quality maternal parenting and peer experiences prior to and during adolescence tended to be negatively associated with the depth of engagement in this domain for the full sample, yet positively associated with the quality of adolescents’ romantic relationships for the sub-set of individuals currently dating at age 15. Results reconcile contrasting views of the origins of romantic relationship engagement and quality and the positive versus negative developmental salience of romantic relationships in adolescence.  相似文献

Quality assurance samples submitted from the NCSBI as part of a contract with TBTG to outsource DNA Database samples showed unexpected discrepancies for the locus D16S539 when all other loci yielded identical results. Discrepancies observed included allele drop out and an imbalance in sister alleles with samples returned from TBTG. This led to a comprehensive review of the technical procedures used between the two laboratories to determine the cause of the discrepancies noted for the locus D16S539, since both laboratories were using the PowerPlex 1.1 typing kit from the Promega Corporation. The NCSBI and the TBTG utilize different extraction methods (organic extraction vs. FTA) and amplification conditions (AmpliTaq vs AmpliTaq Gold), respectively, so the exact cause of discrepancy observed was not immediately apparent. Experiments at the NCSBI associated the observed allele drop out and the imbalance of the sister alleles with the use of AmpliTaq Gold and a hot start procedure. Sequencing data revealed that a point mutation resides on the D16S539 primer-binding site that reaches polymorphic levels in African-American populations. This led to the development of a degenerate primer by the Promega Corporation to detect "missing" alleles when AmpliTaq Gold is used. The degenerate primer was then thoroughly tested to show its efficacy in detecting the "true" D16S539 profile when used.  相似文献

A prevalent view among both scholars and policymakers is that economic sanctions stigmatize and isolate their targets. According to this perspective, the stigma associated with economic sanctions should signal to foreign aid donors that they should be more cautious and restrained in providing assistance to sanctioned states. We test this signaling-based theory via a large-n analysis of the impact that sanctions imposed by the United States and those supported by the United Nations (UN) had on the aid flows of 133 recipient states from 1960–2000. Contrary to expectations, our results indicate that being subject to sanctions supported by the UN does not have a negative effect on target states’ aid flows, and being sanctioned by the United States actually has a positive effect on them. We explore two potential explanations for our puzzling findings based upon donor self-interest and donor altruism via a scoping analysis of eight sanctions cases in which target states received greater than expected aid flows. Our findings suggest that theories based upon donor self-interest represent the most promising explanation for why individual donors may increase their aid to sanctioned states.  相似文献

A computer algorithm, implemented in the BASIC language, is presented for calculating the postmortem interval (PMI) from arthropod successional data. Entomology-assisted determination of the PMI promises to be a reliable technique in cases of homicide, suicide, accidental death, and unattended death due to natural causes. The program requires, as input, the identity of arthropod taxa recovered from human remains in a death scene investigation and machine-readable data on carrion-associated arthropod taxa and their known successional patterns of activity for the same geographical area. The program performs rapid comparisons of these lists and, on output, calculates an upper and lower estimate of the PMI, identifies the definitive taxa for these limits, and determines if the remaining corpse taxa have known successional patterns that are consistent for this estimate. An alternate output is provided if one or more corpse taxa do not overlap all the others at any single time in the succession. In that event, the user is prompted to recheck the identity of the non-overlapping taxon or taxa or reevaluate the environmental circumstances surrounding the case in question. Results of the analysis are saved to an ASCII file for output to a printer for making paper copies useful for the entomologist's Case Study Final Report. This program may make possible wider use of this technique in law enforcement and medical investigator offices that utilize both forensic entomologist expertise and IBM PCs (or compatible computers).  相似文献

Research indicates that if third parties provide assistance to sanctioned states, the sanctions are less likely to be successful. However, the scholarship on the profile of sanctions busters and their motivations remains underdeveloped. Drawing on the realist and liberal paradigms, this piece develops two competing theories to account for third-party sanctions-busting. The hypotheses drawn from these theories build upon existing work on sanctions, the political determinants of international trade, and the effects of indirect interstate relationships. A quantitative analysis develops a new measure to identify sanctions-busting behavior for a dataset covering 77 sanctions cases from 1950 to 1990. The liberal and realist explanations are then tested. The results offer strong support for the liberal theory of sanctions-busting and less support for the realist theory. In particular, the analysis reveals a counter-intuitive finding that a sender's close allies are more likely to sanctions-bust on the target's behalf than are other states.  相似文献

Concerned by the number of status offenders in secure detention and the processing of noncriminal behavior through the juvenile and family courts, Connecticut began efforts to reform their approach to troubled and troublesome youth in 2005 (Weithorn, 2005). Between 2005 and 2007, Connecticut enacted a series of legislative changes to both improve services for troubled youth and Families with Service Needs (FWSN), and achieve systematic reforms for processing status offenses. At a systems level, the reforms sought to divert non‐criminal behaviors from formal court processing and prevent secure confinement for status offenders who violated court orders related to their behavior. Connecticut's attempt at second‐order, or system change, is the focus of this outcome evaluation.  相似文献

In order to increase the power of discrimination for human identification purposes, a nine-locus short tandem repeat (STR) multiplex, the GenePrint PowerPlex 2.1 system (PowerPlex 2.1) developed by Promega Corporation and a separate pentanucleotide-repeat locus, Penta D, were tested. This megaplex system includes the highly polymorphic loci FGA, TPOX, D8S1179, vWA, Penta E, D18S51, D21S11, TH01, and D3S1358 and may be used in combination with the eight-locus STR multiplex, the GenePrint PowerPlex 1.1 system (PowerPlex 1.1) that has been previously developed. Three of the loci, TPOX, TH01 and vWA, have been included in both systems for quality control purposes. As with PowerPlex 1.1, PowerPlex 2.1 is also based on a two-color detection of fluorescent-labeled DNA products amplified by polymerase chain reaction (PCR) and provides a valuable tool for accurate and rapid allele determination. The primer sequences used in the PowerPlex 2.1/Penta D system are also presented in this report. To meet the "Quality Assurance Standards for Forensic DNA Testing Laboratories" (FBI), we tested the efficiency and reproducibility of the PowerPlex 2.1/PentaD system by several validation studies that were conducted as a joint project among seven laboratories. Validation tests included concordance studies, sensitivity, and species specificity determination, as well as performance in forensic and environmentally impacted samples. The results produced from these tests demonstrated the consistency and reliability of the PowerPlex 2.1/Penta D system.  相似文献
