This study presents a number of pseudo-operational trials on plastic bags investigating the double- and co-fuming process of a one-step fluorescent cyanoacrylate (LumicyanoTM) in comparisons with the two-step process with basic yellow 40 (BY40) staining for the detection of latent fingermarks. The results demonstrate that both Lumicyano solution and dye contribute to the increased detection of latent fingermarks during the double-fuming process (trial 1). Co-fuming the Lumicyano solution and dye separately (at a concentration of 8%) but simultaneously was less effective than 8% Lumicyano (trial 2). Co-fuming Lumicyano 8% and an additional 8% Lumicyano dye by weight was more effective than Lumicyano 8% (trial 3), possibly due to increased fluorescent material deposition during co-fuming allowing for better visualization. The use of BY40 after Lumicyano resulted in a considerable increase in detected fingermarks. 相似文献

AbstractThe United States has historically accepted and resettled refugees by opening its doors to those fleeing violence, armed conflict, or persecution around the world. However, the degree of receptivity toward refugee resettlement has vacillated over time. This study examines the challenges and opportunities that Refugee Resettlement Agencies (RRAs) experienced prior to and after the 2016?U.S. Presidential election. Many studies in the literature have highlighted the utility of virtual 3D databanks as a substitute for real skeletal collections and the important application of radiological records in personal identification. However, none have investigated the accuracy of virtual material compared to skeletal remains in nonmetric variant analysis using 3D models. The present study investigates the accuracy of 20 computed tomography (CT) 3D reconstruction models compared to the real crania, focusing on the quality of the reproduction of the real crania and the possibility to detect 29 dental/cranial morphological variations in 3D images. An interobserver analysis was performed to evaluate trait identification, number, position, and shape. Results demonstrate a false bone loss in 3D models in some cranial regions, specifically the maxillary and occipital bones in 85% and 20% of the samples. Additional analyses revealed several difficulties in the detection of cranial nonmetric traits in 3D models, resulting in incorrect identification in circa 70% of the traits. In particular, pitfalls included the detection of erroneous position, error in presence/absence rates, in number, and in shape. The lowest percentages of correct evaluations were found in traits localized in the lateral side of the cranium and for the infraorbital suture, mastoid foramen, and crenulation. The present study highlights important pitfalls in CT scan when compared with the real crania for nonmetric analysis. This may have crucial consequences in cases where 3D databanks are used as a source of reference population data for nonmetric traits and pathologies and during bone-CT comparisons for identification purposes. 相似文献

AbstractCivic nationalism is a weak vessel for secession. Nonetheless, contemporary Scottish nationalism has proven unusually successful, using the characteristically civic marker of political ideology as its signature boundary mechanism. Because a civic form of nationalism funnels toward civic markers of national identity, nationalist elites define Scotland as social democratic and England as neoliberal. This symbolic cultivation of a Scottish social democratic essence is deeply ethnic, however, through a mythological fusion of ideology with genealogy characteristic of ethnic myths of descent. This research note argues that the “lone wolf” typology should be fundamentally reconsidered. Based on a three-year empirical research project, two key points are made to support this argument. First, the authors found that ties to online and offline radical milieus are critical to lone actors' adoption and maintenance of both the motive and capability to commit acts of terrorism. Second, in terms of pre-attack behaviors, the majority of lone actors are not the stealthy and highly capable terrorists the “lone wolf” moniker alludes to. These findings not only urge a reconsideration of the utility of the lone-wolf concept, they are also particularly relevant for counterterrorism professionals, whose conceptions of this threat may have closed off avenues for detection and interdiction that do, in fact, exist. 相似文献

The problem‐solving capacity and problem‐generating potential of multilevel systems entail the need for the delegation of authority. When the problem concerned is about how to put an abstract policy concept into a practicable policy tool, the choice of the respective delegation trajectory depends on the policy models or the policy‐relevant knowledge that the respective political levels can supply. When regarding the European Union (EU) level as the starting point of knowledge creation and delegation trajectories, and concentrating on transaction costs, policy knowledge and models generated at the international level provide the most cost‐effective solution. Only when the international level is not able to provide further policy knowledge and innovation does the EU delegate its definitional authority, first downward to the member states and then sideways to EU agencies. We illustrate the plausibility of our dynamic understanding of multilevel governance by using Environmental Policy Integration as an example. 相似文献
