In the quarter-century since the fall of the Berlin Wall in 1989, the former Soviet Union's disintegration in 1991 and the end of the Cold War,China-U.S. relations have supported the trend of development. The two countries extensively and intensively have engaged in dialogue, close personnel exchanges, unprecedented economic and trade relations, and bilateral coordination on intemational and regional issues. The bilateral relationship has profound influence over the two countries and the world but, while total confrontation and crisis is not on the horizon, there is no guarantee that their future disagreements will not become serious or intractable. In this past quarter-century, the U.S. has repeatedly used and threatened to use force against China, a sign that military conflict between them, even a local or relatively large-scale war, is not out of the question. The U.S. global strategy has not changed, the basic content and goals of the U.S. strategy towards China have not changed, and the nature of the China-U.S. relationship is yet to be defined.  相似文献

The relationship between China and the United States is the most important bilateral relations in the world. Though being the most complicated relationship, it has been managed as the most successful one in the world. In terms of population, territorial size, overall national strength and international status, both China and the United Sates are big countries with great influence in the world arena. The nature and value of such a relationship between major powers exceeds that of pure bilateral relations. Gtreat expectations rest upon the U.S. and China, as the biggest economies in the developed and developing worlds, with regard to tackling challenges in the global economy and building a new world order. The governments have enjoyed a solid cooperation within the framework of G20. A rising China looks forward to an improved economic order and more effective responsiveness to other global challenges, and so will begin to participate in global affairs with a positive and constructive attitude and bear responsibilities commensurate with her status. China has benefited from the existing global economic order, and so will try to be a reviser or a reformer rather than a revolutionist in the world economic system. Many Chinese scholars have described China as the world's second biggest power after the U.S.. This is based on two facts. First, China overtook Japan in total economic output measured by GDP in 2010 to become the world's second biggest economy. Some scholars argue that China still lags behind the U.S. in comprehensive national power and in this sense it is also ranked second) The other is that Sino-U.S. relations are frequently described as the rise and fall of big powers, especially when referring to the Asia-Pacific region. It is the latest example of how relations between a rising power and one struggling to maintain its status have been so complex in the long history of international relations. While many people talk about the possibility that China will overtake the U.S. in the future, others talk about a G2.2 If we look closely at global trends and changes to China' s international environment, if we examine what exactly we mean by power status, we will have a much deeper understanding of China' s current power status from which we can build a solid foundation for this country' s foreign strategy and diplomacy.  相似文献

Because of its unique geopolitical importance,China's aid to construct Gwadar Port has caused much concern in the U.S. and other countries. The U.S. sees it as strategic expansion in the Indian Ocean and claims that China is intent on using Gwadar Port as a naval base in its "string of pearls strategy." The Darfur issue has been influencing the Sino-U.S. relationship since July 2004. There are at least three reasons to say so. Firstly, China and the U.S. disagree,both on the nature of the issue and on its solution. Secondly,China and the U.S. have conflicting interests, especially their oil interests in Sudan and the African continent.Finally, U.S. domestic political forces have forced the issue onto the agenda of Sino-U.S. relations. Although the issue has become an unharmonious factor in the Sino-U.S.relationship, it has not damaged the bilateral relations too much. Deterrence and coercion are two kinds of strategies,the latter being more aggressive than the former.The U.S.Asia-Pacific Rebalancing strategy is an important diplomatic legacy of Obama's administration.For the issues involving the Diaoyu Islands,the South China Sea,cyber security,DPRK's nuclear program,and Iran's nuclear program,the U.S.has carded out military deterrence and non-force coercion against China.But generally,these are low-level coercive measures and distinct from the severe economic sanction and diplomatic isolation imposed by the U.S.on Russia,Syria,DPRK and Iran in recent years.Concerning issues where the U.S.and China hold distinct views,there would be less strategic leeway for the two countries.If the U.S.is to strengthen deterrence and coercion towards China,China can respond more actively and effectively,but it will be more difficult to build a new model of China-U.S.major-country relationship.  相似文献
