结构型战略能力与中国国家安全

从国家与国际体系及其结构关系的角度,可以将国家战略能力区分为要素型战略能力和结构型战略能力两种类型.国家的结构型战略能力主要由其在国际体系结构中的位置和态势所决定.维护新世纪的国家安全,中国不仅需要大力增强自身在经济、军事等各领域的要素型战略能力,也需要注重国际体系所产生的结构性影响.     

美国对华常规威慑战略的调整

美国战略界认为,中国过去二十多年的军事现代化极大地侵蚀了美国在全球军事上的绝对主导地位,并导致美国对华常规威慑的可信度受到挑战。随着中国常规威慑能力上升,美国战略界鼓吹调整对华常规威慑的理念和战略,提出了“一体化威慑”概念,重视对中国施加拒止性威慑,使中国相信不会在军事行动中实现目标,以达到威慑中国的意图。在大国战略竞争的背景下,美国试图从加强国防科技建设、提升拒止性威慑能力和巩固亚太盟友关系三个方面着手,强化对中国的威慑效用。中美常规威慑能力的此消彼长和常规威慑战略的攻守态势转换,深刻影响着两国战略竞争的形态,也对世界和地区的安全秩序产生了重大影响。中美常规威慑能力的变化,不仅推动美国统筹考虑核力量和常规力量,也推动着中国重新思考核力量和常规力量的关系,并迫使美国调整军控政策,对全球军控体系产生了长远影响。     

安全、发展与国际共进

在总体国家安全观思想指导下,中国需要发展以"有效安全"为核心的国家安全战略。有效国家安全战略应追求增强的安全、相对的安全、开放的安全、可持续的安全、全向度的安全、发展的安全、共同的安全、统筹的安全和避免过度安全化的安全。中国实现国家安全持续发展和有效安全应秉持的战略指导原则为:安全与发展共进,应对与进取并举,治标与治本兼顾,合作与反制并用,内部与外部统筹。中国需要减少应对性思维,增加进取性思维,在安全问题上学会不断转化和创造有利于自己的安全环境的能力。有效安全需要建立一个统筹、高效、专业、法治的国家安全体制,提升国家安全体制的执行力。有效安全的外部布局需要按照"全向有序、内外兼修、能力相称"的原则。通过阐述中国在政治安全、军事安全、经济安全、社会安全、公共安全、网络安全、宗教安全、能源安全、环境安全、海外安全等十个领域的状况,实现有效安全的界定,存在问题的评估,并分别提出了一些有针对性的政策和战略举措。中国要汲取美国和苏联在安全问题上的教训,两者分别在冷战后期以及九一一事件后将局部安全问题扩大化、过度化,导致国力消耗,资源分散,能力不相称,最终使得安全不具有可持续性。因此,中国要重视安全与发展之间的共进与互补性,走一条中国特色的可持续安全发展道路,为人类和平与发展贡献中国的安全智慧。     

美国“一体化威慑”的战略逻辑：以AUKUS的演进为范例

在大国竞争背景下,美国拜登政府正式提出并实践“一体化威慑”战略概念。“一体化威慑”意味着通过跨越领域、区域、冲突域、部门、盟国和伙伴等五个维度的“一体化”调度,统筹“拒止性威慑”“韧性威慑”“直接和集体施加成本进行威慑”三种威慑逻辑,针对特定的竞争对手和安全问题施加威慑。在战略逻辑上,美国以“不对称多极”格局为基础,以海洋特别是西太平洋为主要场域,以中国为主要威慑对象并以“印太”为建构区域,通过“网络化”的作用方式,灵活统筹并“量身定制”地施加威慑。在“印太战略”推进下,“美英澳三边安全伙伴关系”(AUKUS)成为美国实施“一体化威慑”的范例。AUKUS由美国联合最亲密盟友发起,针对美国所谓的战略竞争对手中国,以西太平洋特别是南海、台海、东海为战略前沿,通过将“欧洲—大西洋”引入“印度—太平洋”来加强跨区域威慑,并以“全政府”方式运作,囊括核潜艇、高超声速等先进能力、网络和太空等重要领域,考虑不同冲突形态,不断取得进展。然而,AUKUS的进一步推进将面临诸多“一体化威慑”固有的内在和外在困难,未来仍存在不确定性。     

美国“印太”军事威慑战略评析北大核心

美国拜登政府推出“一体化威慑”战略，通过强化亚太前沿军事存在、翻新各种作战概念、打造军事集团等手段，强化“印太”军事威慑，企图借此巩固霸权地位。但该战略引发了地区军事化与地区经济化、军事一体化与地区战略自主、威慑止战与威慑致战三大矛盾，不仅冲击地区经济发展与合作、侵蚀地区国家战略自主性，还大大增加地区发生军事冲突的风险，危害亚太地区安全。     

日本强化安保战略与东北亚安全

当前，日本进一步强化安保战略，主要举措包括强化国家安全保障会议的“司令塔”功能，完善自卫队的体制建设，加强导弹防御能力，加强岛屿防卫能力，加强海洋安保能力，提升岛屿作战能力，谋求“先发制人”打击力，谋求自卫队合宪，强化日美安保同盟，扩展对外安全合作，推广“印太战略”等。日本安保战略的强化呈现否定二战后“非军事化”、追求威慑力、谋求“塑造力”等特点。日本强化安保战略的目的在于实现“军事大国化”以及夺取地区安保主导权，适应美国对日本政策的变化以及应对朝核问题与“中国威胁”等。日本强化安保战略必将对东北亚安全产生深刻影响。首先，日本军事能力增强，其在可以行使集体自卫权的框架下谋求“先发制人”的能力，将改变美日安全关系中的“矛”与“盾”格局，日本将在东北亚地区扮演更多的安全角色，必将影响东北亚的安全结构。其次，日本强化安保战略的举措刺激朝鲜的“安全神经”，不仅不利于朝核问题的解决，还会进一步加剧东北亚安全形势的紧张。再次，日本在反导系统上与美国捆绑，加深地区安全困境，不利于东北亚安全互信的构建。日本应与中国一道为地区和平与稳定多做积极贡献。     

论国家的精神安全及构建安全的国家精神

精神安全是国家安全领域的特殊客体.一个国家的精神状态、精神品质,既决定着该国综合安全防卫能力的高低,也左右着其战略、方针、政策的谋划、制定与实施,对本国发展、地区安全与稳定及世界和平与发展产生难以准确预期的影响.因此,国家应在综合安全战略谋划中把精神安全放在重要位置,一方面要加强战略统筹,强化国家意识,全方位提升整个国家的精神品质;另一方面要警惕和防范国家精神极端化,构建健康、积极、进取的国家精神.     

从观念变革到制度构建：全球安全倡议的实施路径

全球安全倡议是中国为全球安全提供的重大国际公共产品，是中国在全球安全治理领域的重大观念变革。全球安全倡议的落实不仅需要共同安全观念的确立，同时还需要逐步制度化，从制度层面进行有效设计和构建。现实结构论倡导权力逻辑下的构建路径，理性设计论倡导利益逻辑下的构建路径，制度话语论倡导话语逻辑下的构建路径，这些为全球安全倡议的国际制度构建提供了启示。本文基于“从观念变革到制度建设”的一般理论逻辑，认为全球安全倡议的制度构建路径可尝试建立在空间维度、关系维度和演进维度基础之上。具体而言，可以从全球—地区的空间维度、安全—发展的关系维度、非正式—正式的演进维度出发，构建出倡议制度化的三维分析框架，实现上下联动、内外统筹、三维并举。在空间维度，要坚持联合国核心地位，加强地区层面、跨国界次区域层面制度建设；在关系维度，要统筹安全与发展，关注国家安全与个人安全，并协调传统安全与非传统安全；在演进维度，要推动全面提升制度综合能力的制度建设进程。最终形成“三端支撑、三足鼎立”的国际安全制度体系，共建人类命运共同体。     

美国“印太战略”的调整与中国周边外交的因应

中共十八大以来，周边外交在中国对外关系中的地位持续提升，周边作为中国外交优先方向在中国外交全局中的战略价值进一步凸显。习近平新时代中国周边外交的理念与实践不断得到新的发展。在新冠疫情和俄乌冲突效应相互叠加的背景下，美国通过调整“印太战略”收紧对华政策，不但导致中美关系严重倒退，也使中国周边环境受到了强烈扰动。美国在中国周边地区推动的“印太战略”摆出了“常山之蛇”阵势，这一战略在手段运用和地域分布上存在多点布局、缺乏重心的缺陷，很难充分发挥美国联盟体系的整体力量。然而，它仍对中国周边环境具有一定的破坏性，主要表现在中国周边地区主要行为体随美国战略调整而出现的因应策略变化，给中国与周边国家的互动增添了新的不确定性。在中美矛盾激化背景下，中国需要更加重视经略周边，这要求中国转变周边安全工作思路，实现从维护周边稳定到塑造安全秩序的思路转变，强化对周边秩序的塑造和引领能力，打造中国周边安全架构的伙伴支撑体系。     

推进国家安全体系和能力现代化的政治逻辑

随着开启全面建设社会主义现代化国家新征程，坚决维护国家安全，防范化解重大风险，保持社会安定有序，是中国国家安全研究的核心问题。党的二十大报告坚持大历史观和总体国家安全观，在回顾总结过去五年和新时代十年的伟大变革基础上，增强忧患意识，坚持底线思维，发扬斗争精神，统筹发展与安全，明确了推进国家安全体系和能力现代化的政治逻辑。推进国家安全体系和能力现代化已经成为社会主义现代化强国大战略的有机组成部分，是中国式现代化理论在安全领域中的具体展开。全面分析中国国家安全的理论基础、战略框架和治理体系，有助于深刻理解推进国家安全体系和能力现代化的政治逻辑。     

The Development of EU-Russian Relations

The EU＇s strategy for Russia since the end of the cold war has to a large extent failed, and the direct consequences are the currently deadlocked EU-Russia relationship. There are three reasons for this： the EU and Russia＇s respective strength and status relative to each other have been changing since the beginning of this century; the EU＇s strategy towards Russia has been more fragmenting in recently years; and the American factor. The EU-Russia relations could continue to be in poor shape in the years to come, and it is very likely sometimes even further worsening. But the two sides would refrain from extreme measures and prevent their relations from sliding into real cold war.     

Young American China Watchers＇ Views on China

In this paper, the author has made a thorough study over the new generation of American China Watchers. Most of the pages are devoted to a detailed comparison between the old generation and the young generation of American China Watchers regarding to their background, education, and views over China. At the end of the paper, the author also gives some policy suggestions for both the Chinese and U.S. government based on the findings in this study.     

The Balance Between Coercion and Accommodation

1. Introduction
On the morning of April 1st, 2001, a U.S. EP-3 surveillance aircraft was conducting an intelligence flight along the Chinese territorial border in the airspace south-east of China＇s Hainan Island. Two Chinese fighter jets intercepted the spy plane and followed its flight, as is considered ordinary international practice. For reasons unknown, the EP-3 airplane made a sudden maneuver and crashed into one of the Chinese planes. The Chinese plane dropped into the sea, the pilot missing. The U.S. spy plane was also severely damaged. It intruded into Chinese territorial space and landed on Hainan Island without official permission from the Chinese side. After landing, the spy plane and 24 crew on board were detained by the Chinese authorities. This air collision episode was the first of its kind in the China-U.S. relations and an urgent diplomatic crisis ensued.
