After the upsurge of domestic turmoil in Tunis last December,unrest spread rapidly through North Africa and the Middle East,having a profound effect on current international relations.It will continue to affect relations between the major powers and the international system as a whole for some time to come.The regional turmoil of North Africa and the Middle East is of particular interest to International Political Economy(IPE)studies.It seems to embody a geostrategic conflict between the US and the EU in contending for leadership in North Africa and the Middle East.It is also an expression of the competition for dominance of the global financial structure between the major powers during a period of transition in the international system.Lastly,it is a manifestation of America’s struggle to maintain its global economic hegemony.  相似文献

Representing the appeals of its industry,the high-tech interest group has recently become an emerging political force in the United States.With abundant financial resources and proficiency in political communication,the group rapidly grows to be a significant force in the American political sphere.It has started to affect the internal and foreign affairs of the U.S.and played a proactive role in the latest presidential election.Since the high-tech interest group has already become and will continue to be a big player in Sino-U.S.relations,China should carefully deal with its appeals and conflict of interests,and try to develop this group into a stabilizer between the two countries.  相似文献

This preliminary study traces how climate change came to be viewed as a security issue in the United States through a review of policy documents and reports prepared for and by the US security sector. The paper draws upon the ideas of constructivist schools of security studies to provide an analytical framework for understanding the meaning of the securitization process as it has occurred in the United States. It then refl ects upon the adequacy of those frameworks to interpret the securitization of climate change. In the US, new knowledge of the phenomenon of climate change was fi rst constructed in the research sector, in the fi elds of meteorology and atmospheric science. Environmental and Earth sciences then became a locus of research, and climate change fi rst entered security discourse as a topic of environmental protection. As the implications of climate change and its potential impact on water resources, food production, diseases, infrastructure, and human migration came to the attention of the security sector, this knowledge stimulated an internal discourse, where each new document functioned both as a new securitization statement and as a policy response to prior documents in a chain of discourse. Actors in this securitization process included not only “speakers” making a securitization claim (knowledge claim) and “audiences” that accept or reject a claim. Importantly, it also included actors who were instrumental in translating knowledge between research and security sectors. This brief consideration suggests that social science theories that center on practice are more robust than those that center on discourse for interpreting the securitization of climate change. Improved analytic frameworks need to better account for actors whose role is to transfer and translate knowledge from one sector to another.  相似文献

The year of 2016 witnessed the balance of internal and external situations,calm and steady actions and proper planning in major power diplomacy with Chinese characteristics.Those were reflected in the success of the G20 summit,the vigorous promotion of the "One Belt,One Road" (B&R) Initiative and the active promotion of international cooperation on development,which acquired positive response and general agreement from the international community and made special contributions to building a more just and reasonable international order.Those were also reflected in the active management of major power relations and sound responses to the changing situation in the surrounding area to create good external environment for domestic development.In addition,further expansion and defending of overseas interests set higher standards for Chinese diplomacy.Having been pushed by the era to the forefront,China is performing its responsibility as a major power in a peculiar way and will certainly make greater contributions to world peace and development.  相似文献

Foreword
Our planet is wimessing the onset of a new stage in globalization, multipolarity and IT application. As a result of this, a fresh reshuffle is underway, coupled with the shifting sands of geo-politics and geo-economics. This has led to major challenges in the established international system and world order.1 The same is also true for the regional picture. Indeed, the turmoil in Ukraine, the unrelenting crisis in the Middle East, and the vortex in the Asia-Pacific, have led to unusual activity in the three blocks of Europe, the Middle East and the Pacific. Under the disguise of an apparent absence of interconnectivity, in-depth interactions are actually at work between them on the question of the future peace and stability of the international community as a whole.  相似文献

The European Union (EU) is widely regarded as an important international actor, and usually referred to as a big power like the U. S. , Russia, China and Japan. So naturally the foreign policy of the EU has caught attention of both officials and scholars over the world. However, the EU is also a combination of sovereign states, its foreign policy is different from others, and perhaps this is often ignored. For instance, unlike a single nation state, the EU's influence and power are different in various policy fields due to its different ways of decision-making and implementation. Also, different from the common currency, the forming of the common foreign policy of the EU doesn't mean the disappearance of respective member state's foreign policy. Only seeing or emphasizing one respect will lead to a misunderstanding of the EU. Moreover, as a unique "supranational and intergovernmental" organization in the world, the EU has too many complex institutions, names and terms. Of course, the situation is not better in the field of foreign policy, and it easily leads to confusion and misunderstanding. It is also necessary to point out that the EU is still in the process of evolvement, and in particular, as one of the major reforms of the EU in recent years, the foreign policy-making mechanism has been in the center of change and adjustment. It is no doubt that this adds to the difficulties of studying and understanding the EU's foreign policy. In a word, the author thinks it is necessary to raise some major issues related to the EU's foreign policy and delve into it in connecting with the EU's current development.  相似文献

NATO's "Operation Enduring Freedom" was launched in 2001 under the guise of the fight against terrorism and it is still the defining factor in Afghanistan today.This operation has resulted in more than 10 years of war and a substantial increase in terrorism and drugs production in Afghanistan.An agreement on strategic cooperation between Washington and Kabul aims to create a series of long-term American military bases in Afghanistan even after the withdrawal of U.S.troops planned for 2014.Many countries in the region are unhappy about this move.Such a situation has aroused suspicions that the real purpose of the U.S.' "Operation Enduring Freedom" was simply to perpetuate instability in Afghanistan and the region so as to provide a justification for a long-term U.S.military presence there. Over the last three years,Afghanistan troops,with the support of the American troops,have blocked advances by the Taliban and set up "safety zones" in many areas of the country.However the Taliban have also carved out a stronghold in the east of the country in several provinces.Both sides control roughly equal areas of territory.  相似文献

Hong Kong has been a great help to the nation in its efforts to rejoin the world community over the past 30 years since the beginning of "Reform and Opening Up" in 1978. It has played a unique role in helping the nation in implementing an exports-driven economy, improving industrial performance, upgrading technology, accumulating wealth, creating jobs, helping build a better socialist market economy, and assisting in the development of education, culture and sports through investments into, and trade and cooperation with, the mainland. It is certainly true to say that Hong Kong has made a great contribution to China’s "Reform and Opening Up" and the modernization of the whole country.  相似文献

In recent three decades, due to the revival of the evangelicalChristianity and "political awakening" of the religious right-wing in the United States, religion has played an increasingly important role in U.S. domestic and foreign policy. Regarding U.S. foreign policy, a landmark event of religious influence on American politics was the adoption of the International Religious Freedom Act of 1998 (IRFA 1998). And in respect of domestic policy, religious influence was demonstrated in the American presidential election in 2004. The IRFA 1998 was one of the most comprehensive human rights acts in American history. The adoption and implementation of the Act fully reflected the religious influence on U.S. foreign policy since the end of the Cold War. The American presidential election in 2004 provided a stage for the political mobilization of the evangelicals and religious right-wing. "Values voters" and "four million white evangelical voters to return to the polling station" were considered a key factor contributing to the victory of the Republican Party.  相似文献

The paper aims to provide a framework for understanding the global impact of the rise of the “Second World” (emerging powers, such as BRICS) brought about by globalization and the transformation of international relations and international political economy. The paper takes the point of departure from one of Gramsci’s key conceptual categories and analytical apparatus, e.g. “hegemony,” to explore the extent that the upsurge of the emerging powers has reshaped the terrain and parameters of social, economic and political relations both at the national and global levels, and has exerted pressure on the existing international order in terms of both opportunities and constraints. The paper intends to examine the dialectical nexus between the role of the emerging powers as a counter-hegemonic, socio-economic and socio-political force for a new world order. The paper’s analytical approach is to combine neo-Gramscian hegemony theories with critical post-hegemony theories. The conclusion of the paper is to suggest that in an era of globalization and transformational capitalism it is impossible for the emerging powers to establish an alternative independent hegemony; rather, the world will witness a new era of “interdependent hegemony,” in which both the “First World” and the “Second World” are intertwined in a constant process of shaping and reshaping the world order in the nexus of national interest, regional orientation, common economic and political agendas, security alliance and potential confl icts.  相似文献

Washington had all along followed an ambiguity policy over its possible military intervention in a Taiwan contingency. However, recent years have witnessed readjustments towards" "double clarity" of a possible military response in case of a Chinese-initiated use of force and potential inaction in the event of a conflict derived from Taiwanese provocations to change the status quo by seeking de jure independence. In other words, it spells a policy shift toward "dual deterrence," namely to deter the Chinese mainland from using force in seeking national reunification and to deter Taiwan from moving toward de jure independence. To prevent such eventuality, Washington made direct appeal to the Taiwan public to make clear its opposition to Taiwan independence.
The reasons behind the readjustments are not far to seek. They reflect shifts in U.S. strategic focus, changes in its China policy, political developments on both sides of the Taiwan Strait and President Bush's personal disgust with former Taiwan leader Chen Shuibian's cunning tricks.
However, resumption of Cross-Strait dialogue in the wake of the return to power of the Kuomintang (National Party) through the ballot in March may bring about new worries and possible further readjustments in U.S. cross-strait policy after the November presidential elections. Though uncertainties remain, in the pipeline may be an endeavor to prevent excessive cross-strait warmth and a possible tilt of Taiwan to the Chinese Mainland.  相似文献

The rise of multilateral defense diplomacy in Asia is an important new phenomenon.In addition to the newly established ADMM+ process and the Shangri-La Dialogue(SLD) ,ASEAN defense ministers,ASEAN chiefs of defense and ASEAN chiefs of intelligence are now all meeting on a regular basis.Such gatherings were almost unthinkable as recently as a decade ago.This paper seeks to interpret these developments and their implications for the Sino-Australian security relationship.It argues that while these recent developments appear to reflect a deepening of Asian security cooperation,they are actually a manifestation of an intensifying institutional competition,namely between the ASEAN-centered ADMM and the Western-backed SLD.This,in turn,is symptomatic of a broader institutional contestation——reflecting underlying strategic competition——which is becoming a distinctive feature of Asia’s emerging security ‘architecture.’ The paper goes on to argue that China and Australia find themselves on opposite sides of this competition and,particularly in the area of defense diplomacy,are likely to become increasingly important players in fuelling it.The paper concludes by observing why such a dynamic is potentially problematic and offers a modest set of policy recommendations designed to assist Beijing and Canberra in addressing and alleviating their competitive tendencies.  相似文献

Cooperation between China and traditional donors in Africa is a part of new triangular mode of development bringing together three parties:traditional donors,emerging donors,and the beneficiary countries.Traditional donors and emerging donors act together in favor of and in cooperation with beneficiary countries.Triangular development cooperation is an extension of classical North-South and South-South cooperation.As yet,it does not feature prominently in the global development cooperation architecture.China’s emergence as a significant contributor of development aid to Africa,however,has now become a hot topic in China,Africa and the West,and questions are being raised about the way in which China and the traditional donors will engage with each other in Africa.This article argues that while China and the traditional donors face a number of challenges,there is potential for the two parties to implement further cooperation in Africa.  相似文献

In order to address the increasingly complicated and volatile security situation at home and abroad, the Central Committee of the Communist Party of China has put forward clear strategic requirements “to improve the national security system” and taken as its general goal “to institute a centralized, unifi ed, effi cient and authoritative national security system,” which gives full expression to the important position of a national security system in the work of national security. China’s national security system refers to the sum total of the specifi c institutions and codes of conduct for the administration of national security and is aimed at providing institutional support to ensure that China is a secure state and has the capacity to remain so. The division of functions of national security, the administration system of state security organs, the management system of human resources for national security, the power-responsibility mechanism and legal guarantees are the essential elements that constitute China’s national security system. We can clearly understand the characteristics of China’s national security system in different periods and trace its development by studying its history. Besides, we must be fully aware that such problems as insufficient research into the national security system, unclear division of the functions of national security, lack of strength in the building of state security organs, and a lag in the construction of the legal system concerning national security, inhibit the full functionality of China’s national security system. If these problems are not solved in a timely manner, China will have diffi culty resolving the various challenges to its national security. Therefore, the most effective ways to improve China’s national security system are: to defi ne in a scientifi c and rational style the functions of China’s national security at the present stage, give full rein to the powers of the National Security Committee of the CPC Central Committee; and forge a high-quality national security force.  相似文献

The article metaphorizes the relationship of extra-system actors with the world's dominant international system as a "jostle-to-board- the-train Game Model," and transplants the disadvantaged group theory of domestic sociology to international relations. On the basis of this the author proposes a loss-driven model to explain the self-destructive asymmetric conflicts in the world today. As the result of two climaxes in the jostle to board the train games, the author argues that three structural changes have occurred: centralization of power, institutionalization, and legitimization in the international system. These changes have created a "spindle-shaped" system structure with international disadvantaged groups taking a passive role. Although this structure is highly stable, channels for international disadvantaged groups to express their interests are blocked. As the net losers in the established system and order, international disadvantaged groups have no alternative but to follow the loss-driven model to confront the strong. Their action of "beating stone with eggs" is surely not capable of overthrowing the whole system, but creates a significant potential threat to world stability and harmony.  相似文献

The period from mid-2007 to the end of 2008 is the peak time for the change of power in world major countries. Starting from the enthronement of French President Sarkozy and to the election of a new president for the United States this year, the one and a half years' time will witness the change of leaders in four of the five permanent members of the UN Security Council.
