亚太地区战略形势发展演变对中国安全和发展构成最直接的影响。当前亚太力量结构正发生急剧变化,尤其是中国实力的迅速上升和美国亚太再平衡战略的实施,导致地区安全关系进一步趋向复杂,中国与亚太国家关系已进入深度调整的关键时期,且这一阶段将持续十年甚至更长时间。保持一个可预期的和平稳定的地区安全环境,不仅是维护中国安全稳定的可靠保障,也是中国实现可持续发展、和平崛起的必要条件。立足亚太越来越构成中国对外战略筹划的关键环节,中国有必要确立一项经略亚太的综合性战略。  相似文献

经济因素是目前影响亚太地区安全环境的基本因素。经济迅速增长和国家间经济上相互依赖程度不断加深,及政治上多元性特点,使地区政治格局表现出大国关系与朝鲜半岛和东南亚两个次区域问题相互交融的多重性和复杂性。中、美、日、俄四大国之间的关系对地区安全具有决定性影响。然而,恰恰在这里存在着许多不确定性因素。东盟的崛起和向大东盟方向发展将对大国关系和整个亚太地区安全环境产生深远影响。  相似文献

东南亚是韩国亚洲外交的重要对象,双方关系正在向战略层面发展。韩国的东南亚外交有这样一个特点:以经济外交为重心,同时不断拓展政治安全领域的合作。此外,韩国还通过援助外交、环境外交和软实力外交等手段,更有效地实现其政策目标。韩国的东南亚外交在很大程度上顺应了地区合作的发展趋势,虽然难以超越亚太地区大国关系的制约,但会对中国的地区利益构成一定的影响。  相似文献

本文重点解析了印日强化安全合作的多重驱动力,并探讨了印日安全合作对亚太地区安全态势的影响以及对中国的启示。未来,尽管印日安全同盟很难形成,但印日安全关系还有较大的发展空间,相关合作会进一步增强。中国应理性看待亚太地区安全动态的波动性,现实地处理与周边国家的关系,可采用外交、政治、军事以及文化等多种手段加强在这一地区的塑造和应对能力。  相似文献

中国和东盟作为亚太地区的重要力量,其双边合作是亚太区域合作中最为成功和最具活力的典范。2021年,中国与东盟建立了全面战略伙伴关系,双边关系发展迈进新阶段,双边合作翻开新篇章。然而,美日印澳“四边安全对话”机制(QUAD)于2017年重启,2021年升级以来,其呈现了不断加强军事安全合作、拓展合作范围、以“QUAD+”扩容增员的发展走向,对中国—东盟合作的地区秩序、安全形势、战略互信和相互依赖产生不利影响,进而影响中国—东盟合作的进一步深化和升级。因此,中国需要予以关注,多措并举,推动中国—东盟全面战略伙伴关系不断迈上新台阶。  相似文献

“中国威胁论”是西方国家中的一些人一手炮制并大肆宣扬的一种谬论。这种谬论在我国周边地区国家中有一定的市场。由于社会制度的差异,地缘政治的变化,中国经济的发展,以及围绕南沙群岛的主权之争,我国周边地区一些国家对我国心存疑虑和戒心。这种状况对我国周边环境的影响是:1.美国继续在亚洲保持军事存在;2.对我国与周边国家发展政治经济关系产生不利影响;3,亚太地区出现“逆裁军”趋势;4.亚洲一些国家开展外交活动牵制我国;5.我国解决台湾问题的难度增大。为克服上述不利影响,我国应积极参加建立亚太地区安全机制的进程,增加国防建设的透明度,在处理与我周边国家的敏感问题上慎重行事,为我国社会主义现代化建设创造一个和平稳定的外部环境。  相似文献

2010年中俄两国在发表的《中俄关于全面深化战略协作伙伴关系的联合声明》中提出建立亚太地区安全与合作架构,并倡议在亚太地区确立国际公认的基本准则。2013年中俄在东亚峰会上正式提出了建立亚太地区安全与合作架构的倡议。建立亚太地区安全与合作架构是应对亚太地区复杂的安全形势与挑战,维护亚太地区和平、安全与可持续发展的战略性构想。它以互信、互利、平等、协作的新安全观为理念,以国际法和国际公认的基本准则为法律基础,具有开放、透明、平等和包容的特点。建立亚太地区安全与合作架构描绘了未来亚太地区一体化发展蓝图,对于推动亚太地区国际体系转型,建设公正、民主、和谐的亚太地区新秩序,为中国和平发展创造良好的周边地区环境,将具有重要战略意义。  相似文献

"丝绸之路"贸易通道的复兴,对于中国经济发展和社会进步具有重大的现实意义。中国已经开展了大量关于"新丝路"的外交活动,但中国更需要将"丝路外交"提升到战略的高度,原因在于"丝路外交"的开展不仅有利于中国突破当前的贸易和能源困境,而且也可以极大地加强中国与周边国家的文化交流,实质性地改善中国的安全处境。中国在"新丝路外交"中应该注意防范非传统安全威胁,利用好包括联合国在内的各种国际协调机制,并避免恶性的大国竞争。  相似文献

The cultural diplomacy of China today has entered into a period of rapid development. Yet there is still much room for improvement in promoting China's new diplomatic thinking. In step with China's growing economy and increased weight in international affairs, the Chinese government has changed its diplomatic strategy to "building a harmonious world." To make this concept more attractive and acceptable to other countries and peoples, China should expand its soft power resources, strengthen international cultural exchanges to draw on the fine achievements of foreign cultures, enhance the influence of Chinese culture worldwide, exploit new channels for international cultural exchanges, develop its cultural industry, and improve its comprehensive power.  相似文献

This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.  相似文献

中国东北亚安全利益是中国国家安全利益的重要内容之一,是中国东北亚安全战略与安全政策制定的重要依据。当前国际关系研究中,尚未对中国东北亚安全利益加以明晰的认知与界定,加强中国东北亚安全利益研究具有重要理论与现实意义。中国东北亚安全利益,可从外部环境、内在结构、现实挑战和护持策略等多维度作一全景审视。中国东北亚安全利益的环境处于既非霸权稳定又非均势和平的地区特殊安全结构之中,处于实力变异进程中稳定性趋弱的地区安全秩序之中,其实现面临难以消解的结构性困境。从东北亚安全利益的内在结构看,可分为从核心到边缘的四个层次:政治安全利益、军事安全利益、经济安全利益和生态安全利益。这四个层次的安全利益在现实层面分别面临多方面的威胁和挑战。多层次的东北亚安全利益,亦须从政治、军事、经济、生态诸维度加以维护,制定和实施全面、有效、可行的区域安全战略。为维护和实现中国的东北亚安全利益,我们要继续坚持和平发展的战略方针,以实力求和平;超越传统战略思维,以新安全观导向的地区安全战略来弱化和消解东北亚安全困境。  相似文献

The international situation is evolving more impressively than it has at any time since the end of the Cold War.Globalization has been in decline.Nations are scrambling to gain greater influence.The international strategic pattern is being adjusted.Many countries have problems with public management,and are faced with a new array of social trends and increasingly popular movements.The world is entering a new era full of chaos and anxiety.Mankind once again faces significant trade-offs and choices in peace and conflict,development and recession,openness and isolation,liberalism and conservatism.China strives to advocate win-win cooperation and lead the trend of reform and opening to maintain a favorable external environment despite world chaos,and enhance status and institutional rights in the international system.China's 30 years of development was successful in the process of integrating into the existing international system;China is a participant as well as a builder of the international system,rather than a challenger or a subversive.In the future,with a constructive attitude,China will promote the international system in a more reasonable direction together with international partners,in order to better safeguard world peace and security,and promote sustainable development throughout the world.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its "11th Five-Year Plan" and accelerate its construction of "a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino-Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment."
