中国智慧和中国方案 ：就业优先的阶段性内涵与生发机制

作为中国特色的经济社会战略名词，就业优先惟有明晰其阶段性和针对性才能充分彰显中国智 慧和中国方案的魅力。结合低中高收入水平及其各自所处阶段的发展均衡陷阱，以反贫困、反对不平等、实现 充分就业与体面就业等阶段性主要任务为媒介，可探究就业优先的阶段性内涵与生发机制。总体上就业优先的 内涵变迁可拾级而上形成三个阶段，即努力实现市场化就业优先的低等水平就业，追求就业数量优先的中等水 平就业，致力于就业质量优先的高等水平就业。就业优先由低到高的三个阶段性内涵依次对应收入水平的低等、 中低等、中高等不同阶段，但并非绝对。进入中国特色社会主义新时代，更要坚持就业优先战略，并把握好就 业质量优先这一新的阶段性内涵，进一步推动相关领域的深化改革。     

An Ideational Approach to Gendered Institutional Change: Revisiting the Institutionalization of a New Prostitution Regime in Sweden

Recent work in the field of feminist institutionalism has made important progress in furthering our understanding of gendered institutional change. I argue that gradual ideational changes play an essential role in processes of gendered institutional change, and that examining the interaction between ideas and gendered institutions is of great importance for gaining a better understanding of processes of this type. This article revisits an empirical study of gendered institutional change in Swedish prostitution policy in the effort to specify two idea-based mechanisms that are conducive to gendered change, namely, consensus concerning the problem and gendering of the problem.     

Local government projectification in practice – a multiple institutional logic perspective

ABSTRACT

During the last couple of decades, we have witnessed a proliferation of the project as an organizational solution in sectors as diverse as IT, housing, social services, education and culture. Despite a growing interest in the phenomenon, we know surprisingly little of how processes of public sector projectification unfold in practice, especially at local government level. This article uses an institutional logic perspective to illustrate and argue that public sector projectification can be understood and conceptualized as the enactment of multiple, co-existing institutional logics, but where one particular logic is of growing importance – the project logic. It is argued that even though the project form is often perceived as more flexible than that of the bureaucracy, the practical outcome seldom represents a radical break with traditional, bureaucratic management models. Rather, it appears to aid a rediscovery and reuse of central bureaucratic practices and procedures such as reporting, documentation and standardization.     

我国刑事被害人诉讼权利保护制度的完善

随着诉讼制度的发展,刑事被害人的诉讼地位经历了一个由高到低再逐渐提高的过程。我国修改后的刑事诉讼法提升了被害人的法律地位,并一定程度上强化了其诉讼权利,但在保护被害人诉讼权利方面仍存在着一些不足,应当采取相应的措施加以完善。     

The Frontiers of Legal Analysis: Reframing the Transition in Northern Ireland

British constitutional legal discourse is structurally limited in its capacity to capture the complexity of the Good Friday Agreement. Rather than assessing the Agreement in narrow devolutionary terms, it should be seen as a hybrid domestic and international law instrument, making an important contribution to accepted international law norms in relation to self-determination. The Agreement transforms and partly transcends the Northern Ireland conflict by substituting political contestation for violent conflict, and by defining the modalities of conducting that contestation. This analysis complements classical international law perspectives, and opens up the application of legal discourses associated with 'transitional justice' to the legal and political transformation in Northern Ireland. These discourses focus on the problem of reconciling the demands of peace with the imperatives of justice. The Agreement sits squarely in this terrain with its provisions on 'dealing with the past' and 'institutional legacies'. The insights gained here challenge orthodox thinking about conflict-management and the ongoing political process.     

国家与经济发展:关于发展问题的深层次思考

研究一个国家的经济发展问题离不开政治因素的讨论。作为政治因素的核心,国家自然应进入我们的研究视野。应建立国家经济学,把政治观念与新古典的分析方法结合起来,探讨经济发展的源泉,揭示经济发展规律,研究经济发展问题。     

行政问责制对地方政府经济行为的影响——制度堕距的视角

行政问责制是构建责任政府的具体制度安排。问责制度在制度设计与制度执行层面存在制度堕距。制度堕距对地方政府经济行为产生重要影响,因此,从制度设计与制度执行层面改进问责制制度文本,消弭制度堕距,有助于构建优良的问责制制度,推动地方政府经济行为合理化。     

公正：构建和谐社会的伦理基石

和谐社会包括人与自然的和谐、人与社会的和谐以及人与自身的和谐。在和谐社会的诸多价值诉求中,公正是和谐社会的首要价值和伦理基石。构建和谐社会必须首先从美德公正和制度公正这两个维度着手。     

犬细小病毒JL-(18)1/Beagle株的分离鉴定及遗传进化分析

为研究犬细小病毒(CPV)流行株遗传变异情况,本研究从吉林省某比格犬养殖场采集疑似CPV感染致死犬的肠道组织,将病料接种至F81细胞进行病毒分离,并通过电镜形态学、PCR、血凝试验及动物回归试验进行鉴定。结果显示,所分离的这株病毒在F81细胞中产生了典型CPV细胞病变(CPE);在电镜下可见病毒呈无囊膜、直径为20 nm左右的病毒粒子;PCR鉴定证实CPV核酸呈阳性;血凝试验表明此病毒对猪红细胞具有凝集作用,血凝效价为1∶256;将这株病毒命名为JL-(18)1/Beagle。动物回归试验表明,JL-(18)1/Beagle使比格犬产生犬细小病毒感染的典型临床症状;以NS1基因进行遗传进化分析显示,JL-(18)1/Beagle与CPV-2c型分离株CPV-SH1516以及Canine/China/23/2017 NS1基因亲缘关系较近,而核苷酸相似率为100%;以VP2基因进行遗传进化分析显示,JL-(18)1/Beagle与New CPV-2b型CPV/CN/JL3/2013、CPV/CN/HB1/2013和CPV/CN/JL6/2013亲缘关系较近,核苷酸相似率为99.89%~99.94%;以VP2蛋白氨基酸进行序列分析表明,JL-(18)1/Beagle属于New CPV-2b型,与近期吉林CPV分离株相比,关键氨基酸位点无明显变化。因此,本试验从吉林省比格犬肠组织中分离到1株New CPV-2b型CPV毒株。     

Putting Local Associations Into their Context. Preliminary Results from a Swiss Study of Local Associations

The paper presents results from the Swiss case of the European comparative project CID (Citizenship, Involvement, Democracy). This project examines the relationship between political institutional assets and civic and political engagement in several Western and Eastern European countries. The paper seeks to investigate how civic engagement can be generated and shaped by a given institutional and political context as well as by a peculiar community size. The central hypothesis is that the context affects the character of local participation. To verify this, the papers examines two different Swiss cantons: the German speaking Canton of Bern and the French speaking Canton of Vaud. Moreover, for each canton, four local communities of different size have been selected. This research design discusses how participation is fostered by a more open political opportunity structure (the German canton), and how this combines with the size of the community.
