＂Deindustrialization＂ and Sino-Brazilian Ties

After the global financial crisis broke out in 2008, major industrial economies became concerned about delndustrlahzation . The important roles that the industrial sector plays in creating jobs and ensuring intemational competitiveness began to be recognized again. The U.S. launched its policy of ＂re-industrialization＂ and Brazil published a plan to develop its industrial sector between 2011 and 2014. China＇s industrial sector has rapidly developed. ＂Deindustrialization＂ sparked widespread concern because it is connected with the global distribution of technological capability and the future global economic order. It is noteworthy that the U.S., Brazil and some other major economies partly blamed China for the problems that ＂deindustrialization＂ has caused and this has had an increasing effect on China＇ s relations with these countries. It reflects China＇ s problem as a new manufacturing power. In this article, the author analyzes those political and economic factors associated with ＂deindustrialization＂ and makes some suggestions for the Sino-Brazilian strategic partnership. In this way, the author explores some ideas on establishing a new type of big power relations.     

Defining China＇s Foreign Strategy in Accordance with National Interests

Discussions of foreign strategy should begin with a clear understanding of core participants or competitors, the key objectives of involved parties, the means the players use to reach their goals, as well as the direction and intensity of their moves with a weather eye out for excluding direct conflict in the nuclear age. Today＇s most vital players are America and China, and currently others can act in roles in global and regional affairs that eater to or harm the interests of one of these two superpowers.     

The ＂Abe/Aso Regime＂ and Sino-Japanese Relations

Following the Japanese Liberal Democratic Party＇s victory in the December 2012 election, some Japanese analysts pointed out that the new Abe/Aso Govemment would introduce rightist policies, and that as such it would be more difficult for China and Japan to improve their bilateral relations. As expected, in the past six months since its coming to power, the Abe cabinet has vigorously promoted so-called ＂Abe economics＂ and implemented a quantitative easing monetary policy that has caused a drastic depreciation of the Japanese Yen. In order to revise the ＂Constitution of Japan＂, in July 2013 it has been striving to win the election of the Senate. Externally, the new cabinet members have frequently visited foreign countries, implementing a diplomatic strategy of containing and countering China. One of its aims is to completely rid itself of the shackles of World War II and to try to reconstruct powerful military forces. The Diaoyu Islands issue has been used by the Abe cabinet to serve its domestic and foreign policy objectives,

1.The Korean Nuclear Issue Tests Obama＇s Asia Diplomacy,.by Shi Yongming, Senior Researcher, China Institute of International Studies and Guest Researcher of CPDS. Obama＇s Asia policy has just shown an outline of its ＂smart diplomacy＂, i.e., on the premise of sticking to the basic strategy, it attaches great importance to strengthening relationship with the newly-emerging powers and seeks to extend the U.S. influence on Asia by means of dialogue and cooperation. However, the Korean nuclear issue, which is very likely to reach a complicated and even dangerous impasse, is now testing Asia policy of the U.S. new administration. The issue is not only a strategic bottleneck that is a reflection of U.S.-DPRK relationship, but also is constrained by Japan and ROK, whose interests are closely related to the changes of the situation, as well as by some political elements in the U.S.

"New Wars" and Rumors of "New Wars"

Recently, there has been a growing tendency to suggest "new" classes of wars that are presumably different from all wars we have known and studied. In this article, we discuss the extent to which the landscape of armed conflict has changed so dramatically that it has necessitated a revision of the prevalent typology of war, a reconsideration of the correlates of war, and a reconceptualization of the theoretical assumptions regarding the etiology of war. While it is clear that patterns of warfare shift across time and space, it is not clear that war itself has changed "fundamentally" and has become inexplicable in light of theoretical arguments in world politics as many "new war" theorists suggest. Our analysis demonstrates that many of the "new wars" are simply amalgamations of various interstate, extrastate, and intrastate wars-i.e., the "old wars"-that have been lumped into a single category. The result is a hodgepodge of armed conflicts whose different correlates derive from their diverse morphologies rather than their novelty as wars unlike any we have experienced previously.
