2011年国际局势中的许多事态对美国的中东外交政策形成新的挑战。西亚北非的动荡和变局可能导致中东地缘政治版图重新绘制,对美国未来的中东外交必将带来许多变数;美国一巴基斯坦之间发生的事态可能对奥巴马政府的反恐战略及南亚战略提出新的挑战;巴勒斯坦不顾美国阻挠申请加入联合国,使美国与穆斯林世界的关系面临新的考验。这些挑战今后有可能进一步发酵,对美国全球战略产生影响,其中包括对奥巴马政府"-3前高调进行的“重返亚洲”形成牵制。  相似文献

当前世界经济发展的一个重要特征,就是全球经常账户失衡,美国的逆差持续扩大,且顺差国主要集中在东亚地区。这种现象的出现,是东亚经济依附于美国经济霸权的必然结果。由于对美国商品市场和金融市场存在着双重依赖,东亚地区成为当今美国经济霸权最重要的支撑者。正是由于双方在世界经济发展中的这种不对称地位,调整失衡的压力将主要由东亚来承担。  相似文献

Greater East Asia is expected to be the next theatre for world politics. 1 East Asian cooperation is rapidly developing through the channels of ASEAN Plus Three (APT) and East Asia Summit (EAS), both driven by ASEAN. Southeast Asia is a region of diverse states and cultures that brings together all the major powers of the Asian-Pacific in a myriad of strategic interests. It is thus an open arena with the potential for a variety of strategic game-playing, options, and uncertain outcomes.2 In recent years, China's developing relationship with Southeast Asia has undergone a significant shift as the U.S.' distraction elsewhere and neglect of the region have created opportunities for an increased Chinese diplomatic and economic role in Southeast Asia.3 U.S. analysts are concerned about what may lie behind this shift in China-ASEAN relations, how it may affect American interests in the region and how best to react to the changes. Some have expressed concerns that to avoid becoming distanced from the region the U.S. should pay more attention to Southeast Asia, rather than just watching from a distance. This paper attempts to analyze the possible changes of U.S. policy towards Southeast Asia in the current context of East Asian Cooperation and its implications for China.  相似文献

ABSTRACT

The United States has sought over the last two decades to facilitate India’s rise as a means of balancing against China’s ambitions. Notwithstanding the rich literature that has emerged on Sino-Indian dynamics and the U.S.-India-China triad, there has been remarkably little examination of the ways in which the United States navigates its relationships with these two rising powers. This study poses a simple question: to what extent has the United States’ pursuit of its interests with India meant that it has accepted trade-offs with respect to its interests with China? Drawing on government documents, interviews with current and former U.S. officials, and an array of case studies between 2005 and early 2019, this study argues first that the U.S. bureaucracy has long been structured in such a way as to heavily compartment policy decision-making related to South Asia and East Asia, respectively, and to produce a pronounced but largely explicable structural bias toward East Asia; second, that relatively few policy matters have arisen since 2005 that have forced the United States to consider meaningful trade-offs between its India and China equities; and third, that new challenges may arise for Washington as its deals with an increasingly inter-connected Indo-Pacific region, and manages the bureaucratic and policy implications of its renewed emphasis on great power competition.  相似文献

This article examines the reach of China's growing economic and military power in East Asia. It examines the economic and military sources of the rise of China and the implications of the development of Chinese strategic influence on the Korean Peninsula and across the Taiwan Strait. It also considers where in East Asia China has yet to develop greater coercive or deterrent military capabilities, so that the strategic status quo in this area persists, thus establishing the regional strategic boundaries of the rise of China and the emerging U.S.-China great power order in East Asia.  相似文献

美国与东亚经济失衡与摩擦对东亚区域经济一体化的影响巨大而复杂。一方面,为应对与美国的经济摩擦,东亚先进经济体往往通过对外直接投资将国内失去比较优势的产业转移到区内后进经济体,将其作为自己的出口平台,从而促进东亚地区产业分工与国际生产网络等经济一体化的形成;另一方面,作为东亚区域经济一体化进程中最重要的外部因素,美国对东亚经济一体化的立场、东亚对美国市场和美国货币的非对称依赖都在一定程度上限制了东亚地区一体化的发展。  相似文献

中日关系经济上的合作依存度与政治上的纷争摩擦常态化这一结构性的矛盾日趋显现.从更深层次上探究中日政治经济所处的这种分裂状态根源,从本质上讲背后蕴涵着东北亚大国关系中的域外因素:即美国的第三方因素,其对东北亚的和平稳定发挥着特殊作用.东北亚大国在地区的竞争摩擦时常较为突出,但中美日在东亚地区还是蕴涵着许多重大的共同利益.东北亚传统的"管制型"安全模式需向大国共同"治理型"模式转变趋向,意味着大国区域安全治理的权利、利益、责任的平等与分享,地区安全治理是在大国协作框架下的共同治理,应注重大国在地区安全事务中的关键作用.  相似文献

东亚秩序转型是冷战后国际关系学界争论的重要问题。在回顾既有争论的基础上,本文尝试从局部等级视角切入,分析东亚安全秩序的性质及其转型动力。局部等级体系由体系唯一超级大国领导的地区安全等级与区域内自助国家共同构成。冷战结束以来,东亚地区呈现出典型的局部等级体系特征,并在中国持续崛起的过程中逐步形成了以战略对冲为主要行为模式的安全秩序。尽管当前美国对华政策的对抗性不断增强,但是在局部等级体系下中国坚持战略对冲不但可以有效缓解自身面临的崛起困境,而且有助于防止中美陷入美苏冷战式的集团对抗,以战略对冲为核心特征的东亚安全秩序也将因此得以延续。这些发现一定程度上深化了地区安全秩序和大国竞争的理论研究,同时也有助于中美两国更为有效地管控其在东亚地区的战略竞争。  相似文献

Regional security and regional order in East Asia are shaped profoundly by the United States, the People's Republic of China, and U.S.-China relations. The COVID-19 crisis accelerated a negative trajectory in the relationship between Washington and Beijing. As with so many issues, here, too, the situation in the time of COVID is much like the status quo ante, only more so. The pandemic-related and pandemic-exacerbated problems in U.S.-China relations pose challenges for security and stability in East Asia. 美韩签署FTA是两国对现实背景和贸易环境所做出的适应性反应,尽管美国的遏制意图和韩国的抢占制高点的意图有所不同,但其共同点都是试图使自身在未来的东亚区域合作中占据主动位置,但美韩FTA的久拖不决也使其潜在的影响产生了变数。韩国的这一举动显然是在走一条有别于东亚区域合作既有模式的道路,必然会对原有进程产生影响。它还使中国目前在东亚区域合作中所取得的成果缩水,因而有必要重新评估我国自身的FTA战略,以寻找根本性的解决方案。  相似文献

外交领域里的利益、战略与政策是相互关联、相互影响的一组变量。美国维持台海“不统、不独、不武”的政策是美国实现其台海利益最大化的战略意图。“不统”是美国实现霸权的必然选择;“不武”才能维持东亚和平的基本态势:中国制止“台独”的意志和决心使美国不得不以遏制“法理台独”来防止武力冲突。美国的台海政策本身就是自相矛盾的。  相似文献

The pattern of Asian geopolitics can be examined by employing three analytical perspectives. The first employs East Asia and the vigorous debate over the meaning of the rise of China as an intellectual prism to observe the currents of geopolitical continuity and change that are currently abroad in the Asian region. The second explores the extent to which the interacting forces of geopolitics and military modernization foster the rise of new force projection capabilities that may affect the strategic environment in Asia—particularly in East Asia. Here, the focus is mainly on the arsenals of the three indigenous Asian giants, China, Japan and India, all of whom have developed, or are in the process of developing, significant air and maritime assets whose operations have the potential to intersect in East and South East Asia. Russia is not as much a presence because it no longer possesses its powerful Soviet-era Pacific Fleet and has, in essential respects, retreated to its traditional role as a Eurasian land power.1 The third examines the future of Sino-American relations in Asia in the context of the debate over China's ascent and U. S. decline—a discussion that has intensified since the implosion of the U.S. financial system in 2008 and the onset of the worst global recession since the 1930s.  相似文献

对东亚政策的调整是奥巴马政府外交政策调整的主要方面。调整的内容包括,巩固与东亚盟国的关系,重视发展与东盟及东南亚国家的关系,而调整与中国政策的关系,无疑是美国东亚政策的核心。奥巴马政府对东亚政策的调整给中国外交政策带来了挑战,但如果处理得当,机遇明显大于挑战:美国东亚政策的调整可以促进中国推动国际秩序朝着更加公正合理方向发展的实践和规则的制定;为中美合作创造拓展更多的领域、提供更多的机会,特别是在非传统安全领域;也有利于中美关系的未来协调发展。  相似文献

美国总统奥巴马2009年上台后,对东南亚表现出浓厚的兴趣并高调"重返",推出了一系列加强在东南亚存在的举措。2013年连任后,他将在未来4年继续把东南亚作为"亚太再平衡"战略的着力点。同时,奥巴马政府意识到其东南亚政策也需要进行"再平衡",应放缓军事"重返"脚步,在经济、政治、安全等领域全方位投入,均衡化、长期化地推进东南亚外交。国内财政限制、中东等地区外交挑战和外交人员人事变动等因素会对美国新一届政府的东南亚外交有所制约,但其未来政策走向仍将对中国周边外交和中美关系产生持续影响。  相似文献

冷战结束后 ,国际形势趋向缓和 ,和平与发展成为世界主流。然而 ,美日两国却决定搞战区导弹防御系统共同开发研究直至最后部署 ,对世界和平、特别是东北亚地区安全构成威胁。主要表现为 :( 1 )破坏了东北亚地区国际战略平衡 ,造成了该地区政治形势动荡不安 ;( 2 )引发新的军备竞赛 ;( 3)增大了日本走军事大国之路的危险性 ;( 4 )进一步加剧了朝鲜半岛的紧张局势 ;( 5)如把中国台湾省也拉入其中 ,将激化中国台湾省与大陆间的矛盾 ,使台海局势复杂化。  相似文献

Although the shift back towards a more normal international order seems inevitable, its timing and manner are not. The transformation will be smoother and America's security will be greater if the U.S. adapts to changing circumstances by exercising restraint and placing greater responsibility on allied and other associated states. Ultimately, the status of the Near Seas matters most to nearby nations which are both prosperous and friendly. Therefore, finding ways to get along with the U.S. is crucial to the speed, direction, configuration and character of the East Asian community. In this paper, the author has analyzed the interests of the United States in East Asia and its stands towards the East Asian integration. The author concludes that it is to the interest of the United States to make more efforts to further join in the East Asian integration.
