Extending data reported by Mohammed Hafez in 2007, we compiled a database of 1,779 suicide bombers who attempted or completed attacks in Iraq from 2003 through 2010. From 2003 through 2006, monthly totals of suicide bombers show a pattern different from the pattern of non-suicide insurgent attacks, but from 2007 through 2010 the two patterns were similar. This biphasic pattern indicates that suicide attacks sometimes warrant separate analysis but sometimes are just one tactic in a larger envelope of insurgent violence. We also show that only 13 percent of suicide bombers targeted coalition forces and international civilians, primarily during the early years of the conflict, whereas 83 percent of suicide bombers targeted Iraqis (civilians, members of the Anbar Awakening Movement, Iraqi security forces, and government entities) in attacks that extended throughout the duration of the insurgency. These results challenge the idea that suicide attacks are primarily a nationalist response to foreign occupation, and caution that “smart bombs” may be more often sent against soft targets than hard targets. More generally, our results indicate that suicide attacks must be disaggregated by target in order to understand these attacks as the expression of different insurgent priorities at different times.  相似文献

We evaluate the effectiveness of anti-insurgent violence as a means to suppress insurgency with micro-level data from the Iraq War. Our findings suggest that while violence against insurgents increases the incidence of future insurgent attacks, the intensity of this violence can significantly influence the outcome. Rather than shifting monotonically, the effect is actually curvilinear, first rising, and then contracting. We argue that at low to moderate levels, violence against insurgents creates opportunities for these groups to signal strength and resolve, which enables them to build momentum, heighten civilian cooperation, and diminish political support for counterinsurgency efforts in these forces’ home countries. The result is an escalation in insurgent attacks. However, at higher levels, this effect should plateau and taper off as insurgent attrition rises, and as civilian fears over personal safety displace grievances that might otherwise provoke counter-mobilization. Our empirical tests on data from the Iraq War, 2004–2009, demonstrate robust support for this argument.  相似文献

Why do some of Afghanistan's provinces experience more deadly attacks on counterinsurgents than others? We argue that provinces with more militarily effective insurgents will be deadlier for the forces of the counterinsurgency. We posit that insurgent military effectiveness is an interactive function of the rebel group's size, the quality of its recruits, and the group's operational budget. More militarily effective insurgents should, in turn, produce more deadly violence against Coalition forces. We model this relationship at the provincial level in Afghanistan using negative binomial regressions. Ultimately, we find that in provinces where the insurgency is more militarily effective, deadly attacks against counterinsurgent forces occur more often. Based on this finding, we conclude with directions for future research and policy recommendations for both the current operations in Afghanistan and for future counterinsurgency campaigns.  相似文献

This article examines the manner in which rituals and symbols associated with sacred time have influenced conflict initiation. Leaders will time their attacks with sacred dates in the religious calendar if the force multiplying effects of sacred time, motivation, and vulnerability, outweigh its force dividing effects, constraint, and outrage. This is most likely to occur under three conditions: When conflict occurs across religious divides, when the sacred day is unambiguous in significance and meaning, and when rituals connected to that day will undermine an opponents’ military effectiveness. I illustrate these effects with twentieth century examples, including the timing of insurgent attacks in Iraq and the launching of the 1973 Arab-Israeli War. By exploring the pervasive effects of religious calendars on modern combat, I hope to redirect the focus of the study of religion and violence away from the narrow preoccupation with fundamentalism and terrorism and onto the much broader range of cases in which religion shapes secular conflict in multiple—and often unexpected—ways.  相似文献

While fighting insurgency, both state and non-state groups depend on the local population for valuable resources such as food, intelligence, and security. By using a repertoire of subsistence coping mechanisms available to households in the context of the local political economy as an indicator of grievances and mechanisms of interactions between local households and the state and insurgents, district level data from Nepal on Maoist conflict is used to test hypotheses regarding state and insurgent violence. The analysis confirms that the state was more likely to kill people in a district where the number of households that borrowed to cope with subsistence was high. The Maoists were more likely to kill in a district with a higher number of subsistence sufficient households.  相似文献

This article combines concepts from political sociology with evidence from newspaper reports, insurgent and state documents, and ethnographic studies in order to understand the nature of the Maoist insurgency in India. The first section argues that the insurgency should be conceptualized as a state building enterprise rather than organized crime. It demonstrates that both insurgent violence and fundraising serve, on the whole, the collective interests of the state building enterprise – i.e., to consolidate insurgent control in their base areas – rather than the private interests of individual insurgents. The second section seeks to understand how Maoist state builders undermine and fragment the Indian state’s monopoly of the means of violence and administration in areas where they operate. In some areas the state is totally absent, while in others the state forms alliances with the insurgents at the local level in order to maintain the semblance of a sovereign and democratic ruler.  相似文献

ABSTRACT

In spite of the shared high profile of recent Islamist attacks on civilians in sub-Saharan Africa, patterns of anti-civilian violence differ across and within violent Islamist groups, and the countries in which they are active. This research seeks to explain this variation by situating Islamist violence within the sub-national spaces in which such groups operate, and the wider conflict environment in which they choose to use, or limit the use of, anti-civilian violence. Drawing on data from the Armed Conflict Location & Event Dataset, the research finds that violent Islamist groups are more likely to target civilians where they are the most active conflict agent, even when other conflict agents are active in the same spaces; but less likely to do so when they are relatively weak and in competition with other non-state armed groups. Anti-civilian violence is thus deployed strategically by violent Islamist groups, while its function as a signalling or retributive policing tool depends on the relative strength of groups in relation to actors in the wider conflict arena.  相似文献

Disaggregated approaches to conflict research have led to new insights into the patterns and processes of political violence in developing countries. This article uses the most comprehensive subnational political violence data (ACLED) to observe where and when violence against civilians occurs within civil wars. Several new conclusions are evident from an event-based analysis of civilian violence: retribution or collateral damage are poor explanations for attacks on the unarmed. Instead, civilians are targeted because they are accessible; rebel groups kill more civilians, often in an attempt to create new frontlines for conflict. However, governments are also responsible for high rates of civilian death, yet they often “contract” this violence out to militias. This analysis confirms that there are multiple violent groups within civil war spaces, and small opposition groups commit higher levels of violence against civilians in local spaces. The strength of a violent group compared to its competition shapes how much civilian violence it commits. The results suggest that theories that emphasize civilian support and retribution as a basis for violence against civilians have overlooked the importance of how multiple violent opposition groups compete within civil wars, and how civilians suffer as a result.  相似文献

Every armed organization seeks the ability to turn violence on and off by getting fighters to fight when ordered and to stop fighting when similarly ordered. This ability is a defining feature of what makes organized violence, in fact, organized. While state militaries develop clear hierarchies and disciplinary procedures to accomplish this goal, the complexity of civil war makes the task more difficult for insurgent groups. I argue that the leaders of insurgent organizations are able to turn violence on and off when they have deliberately established resource control through the direct, and exclusive, distribution of resources to their followers and those followers are socially embedded, meaning that members are united by strong horizontal ties and group norms. In contrast to existing approaches, I argue that material and social endowments do not predetermine whether leaders can establish resource control or embeddedness. Further, laying out the precise organizational mechanisms that determine when organizations can turn violence on and off challenges the utility of conceptions such as “fragmentation” or “cohesion” for explaining insurgent behavior and conflict outcomes. I test the theory by examining variation in behavior over time in two organizations facing different structural contexts—Jaysh al-Mahdi in Iraq and the Viet Minh in Vietnam—and find strong support for my argument while casting doubt on existing explanations.  相似文献

This article posits that the remnants of archaic sociocultural norms, particularly the honour-imposed custom of retaliation, play a crucial role in the process of insurgent engagement in Russia's autonomous republic of Dagestan. Through a series of interviews with former insurgents, this study outlines two retaliation-centred mechanisms: “individual retaliation” and “spiritual retaliation” in order to explain the microcosm of motives behind insurgent activity in Dagestan. In doing so, this study problematizes the role of Salafi/Jihadist ideology as the main impetus for insurgent violence. Reversing the traditional causal link between violence and religion, this study also demonstrates that the development of Jihadist ideology is a by-product of insurgent mobilization rather than its cause.  相似文献

Previous research has indicated that democracy decreases the risk of armed conflict, while increasing the likelihood of terrorist attacks, but we know little about the effect of democracy on violence against civilians in ongoing civil conflicts. This study seeks to fill this empirical gap in the research on democracy and political violence, by examining all rebel groups involved in an armed conflict 1989–2004. Using different measures of democracy, the results demonstrate that rebels target more civilians when facing a democratic (or semi-democratic) government. Democracies are perceived as particularly vulnerable to attacks on the population, since civilians can hold the government accountable for failures to provide security, and this provides incentives for rebels to target civilians. At the same time, the openness of democratic societies provides opportunities for carrying out violent attacks. Thus, the strength of democracy—its accountability and openness—can become an Achilles heel during an internal armed conflict.  相似文献

Does the introduction of UN forces impact terrorism? We argue that at least initially, UN peacekeeping missions may significantly shift the local conflict bargaining process, creating incentives for terrorist and insurgent groups to increase their attacks against civilians. UN missions create a symbolic endpoint to initial negotiations, alter the balance of power between combatants, and may change the relationship between local combatants and the civilian population they rely on for support. We test this argument using monthly data from 12 African countries, analyzing the risk of terrorism at the local level. We find that the introduction of UN forces in an area significantly increases the short-term risk of terrorism, but longer missions in the country reduce this risk.  相似文献

How does branding militant groups as “Foreign Terrorist Organizations” (FTOs) affect them? Beyond its obvious policy importance, this question speaks to debates about counterterrorism, terrorism financing, and organizational dynamics of subnational violence. This article analyzes FTO designation, a key policy used by the U.S. government since 1997 to impose costs on foreign terrorist groups and those who might support them. Contrary to arguments that sanctions are ineffective and that terrorism is too “cheap” to be affected, it is argued that designation should weaken terrorist groups, reducing their attacks over time. However, the effect is probably conditional. FTO designation should be especially effective against groups operating in U.S.-aligned countries, given the importance of international cooperation in counterterrorism. Global quantitative analyses suggest that FTOs operating in U.S.-aligned countries carry out fewer attacks over time than other groups, taking many other factors into consideration.  相似文献

In the early morning of July 31, 2015, masked attackers threw firebombs into two Palestinian homes in the West Bank village of Duma, south of Nablus, killing three Palestinian civilians. Contrary to claims by Israeli and Palestinian politicians, this attack was neither an isolated anomaly nor just another incident of settler violence. Instead, it was the latest attack in an important but largely unknown phenomenon called “price-tag,” in which a loosely connected group of young Israelis called “hilltop youth” burn Palestinian mosques and destroy property in hundreds of attacks accompanied by threatening graffiti that references Israeli settlers, outposts, and anti-Arab slogans. Using an original dataset of price-tag incidents and interviews with key actors, we demonstrate that the perpetrators, targets, and strategies of price-tag are different than previous patterns of settler violence. Whereas previous settlers saw the Israeli state as legitimate and largely decided to cooperate with it, the hilltop youth have decided to confront it by using price-tag attacks to deter settlement withdrawals and chain-gang the state into a conflict with the Palestinians. This analysis of the strategic logic of price-tag reveals its potential to shift the political landscape within and between Israelis and Palestinians.  相似文献

In the current literature, the primary determinants of terrorist attack casualty rates have been attributed to religious fundamentalism. While zealotry, martyrdom, and the pursuit of salvation certainly empower religious fundamentalists with the liberty to decimate human targets, I argue that the sustaining necessity to recruit more terrorists from within the population, not religious fundamentalism alone, is an important predictor of the brutality of an attack. When targets are located within a potential recruitment population, there is an imminent need to restrict violence, as unnecessary collateral damage turns potential supporters away, rather than attracts them. Conversely, transnational attacks occurring outside the recruitment population abrogate these restrictions on violence. I test this argument on terrorist attacks from 1998–2005 and find empirical evidence that transnational attacks are a predictive cause of high casualty rates in a target population.  相似文献

Although terrorism is widely understood to be the politically motivated creation of fear by means of violence in a target group, the nature of that fear is seldom explained or even considered. The present article attempts to close that gap by proposing a definition of terror as the apprehension of (more) violence to come. Because every terrorist act is perceived to be part of a potential series, terror is oriented towards the future and involves the imaginary anticipation of prospective events. On the basis of this definition, I will examine the problematical role of counterterrorist discourse. As the statements of public officials and security experts in the run-up to, and during, the “War on Terror” demonstrate, the peculiar dynamic of terror is, seemingly paradoxically, reinforced by counterterrorist rhetoric. With its insistence on the escalatory nature of terrorist violence and its repeated prediction of even worse attacks, counterterrorism contributes to the evocation of terror in the sense proposed here.  相似文献

Does more representative government improve states' ability to fight domestic terrorism? In prior work, democracies are seen as more susceptible to terrorism because their respect for human rights prevents them from fully eliminating terrorist groups. However, such extrajudicial aggression could also alienate large portions of the population and create the ideal conditions for an insurgency. I argue that since terrorism is the lowest-capacity form of political violence, it is natural that states that do best at deterring political violence experience the most terrorism. While representative democracies should see terrorist groups initiate spells of attacks at a greater frequency, full political representation should also galvanize major political actors to unite and eliminate terrorist threats. I test this assertion through statistical models that treat the process of terrorist group initiation and its duration and intensity separately. Results not only show that less consolidated democracies and autocracies experience longer and more intense terrorist campaigns, but that, in support of the theory's mechanisms, groups are more likely to shift to terrorism from insurgency when their political base gains more political representation. The results call the division among research programs of various political violence types into question.  相似文献

ABSTRACT

In October 2007, veteran Chechen field commander Dokka Umarov proclaimed the formation of the Caucasus Emirate (IK), formalising the victory of the North Caucasus insurgency’s Islamist wing over its nationalist-separatists. During Umarov’s time as leader, the North Caucasus experienced sustained violence and the IK claimed responsibility for multiple terrorist attacks in and beyond the region. However, despite the importance of ideology in understanding insurgent behaviour, the IK’s ideology and Umarov’s role in shaping it remain understudied. Using Social Movement Theory’s concept of framing to analyse Umarov’s communiqués throughout his lengthy tenure (June 2006–September 2013), this article identifies three distinct phases in Umarov’s ideological positioning of the insurgency: nationalist-jihadist (June 2006–October 2007); Khattabist (October 2007–late 2010); and partially hybridised (late 2010–September 2013). The article contributes to debates over typologies of jihadist actors by highlighting the difficulties in applying them to the North Caucasus and provides a clearer understanding of the IK’s ideological transformation and the limits to its engagement with external actors. The article also illustrates that weakness was a key factor in explaining that transformation and identifies several avenues for research that could further enhance our understanding of the IK’s ideology and the role it plays.  相似文献

The primary aim of this paper is to draw together a set of theoretical questions in order better to explore a case of contemporary violence. The case of Chechnya has, in the main, been ignored by Anglo-American academics. Therefore, as this paper will demonstrate, the use of hermeneutics—and more specifically literature—may provide theorists with a further critical theoretical tool for interpreting the complexity of contemporary violence in Chechnya. Still further, it will be argued that literature can be used to identify some of the cultural and symbolic forces that condition violence. The first part of the paper will explore aesthetic, hermeneutic and literary international relations. This section will outline and establish a hermeneutic interpretation of contemporary violence, drawing upon the primacy of ontology, agency and inter-subjectivity. The second part of the paper will demonstrate the role that literature plays in guiding representational readings of contemporary Russo-Chechen violence.  相似文献
